We are not convinced that the criteria formulated in draft article 17 for the responsibility of the State directing or coercing another State to commit the internationally wrongful act should be directly applied to situations covered by article 6, as the former cases seem to be extremely rare under international law, and should be interpreted extremely restrictively.
