35. Ms. Kafeero (Uganda), speaking on behalf of the African Group, said that Grenada, New Zealand, Saint Lucia and Saint Vincent and the Grenadines had joined the sponsors of the draft resolution.

Ms. Hassan (Djibouti), speaking on behalf of the African Group, said that the Group had first raised its concern about paragraph 47 (l) (new paragraph 48 (l)) of the resolution with the facilitators of the negotiations two weeks earlier, not the night before consideration of the resolution as stated at the Committee's 48th meeting.

39. Ms. Udo (Nigeria), speaking on behalf of the African Group, recalled that at its 42nd meeting, the Committee had adopted a draft decision on " Construction of additional office facilities at the Economic Commission for Africa (ECA) in Addis Ababa " , contained in document A/C.5/59/L.38.

Ms. Mutandiro (Zimbabwe), speaking on behalf of the African Group, said that the Group believed that enhanced visibility in the field was critical to more effective programme delivery and encouraged the Organization to continue decentralization and establish more UNIDO desks.
34- السيدة موتانديرو (زمبابوي): تكلمت باسم المجموعة الأفريقية فقالت إن المجموعة تعتقد أن تعزيز إبراز دور المنظمة في الميدان أمر حاسم في زيادة فعالية تنفيذ البرامج، وشجّعت المنظمة على مواصلة جهود تحقيق اللامركزية وإنشاء مزيد من مكاتب اليونيدو المصغرة.

Ms. Mutandiro (Zimbabwe), speaking on behalf of the African Group, took note of document IDB.37/7 and expressed satisfaction with UNIDO's improved position as compared to previous years, due to the high rate of collection of assessed contributions.

Ms. Udo (Nigeria), speaking on behalf of the African Group under agenda item 150, said that the completion of the peacekeeping operation in Sierra Leone had demonstrated that the United Nations could, with the determination and cooperation of all Member States, begin and successfully complete a peacekeeping operation within a reasonable time frame.

45. Ms. Udo (Nigeria), speaking on behalf of the African Group on agenda item 140, said that the Group was pleased to have the opportunity to consider a full budget for MONUC, prepared with due regard for the provisions of Security Council resolution 1635 (2005).

76. Ms. Udo (Nigeria), speaking on behalf of the African Group, said that States' requests for a waiver of the provisions of Article 19 of the Charter, whether made to the Committee on Contributions or to the Fifth Committee, customarily received sympathetic consideration.

Ms. Udo (Nigeria), speaking on behalf of the African Group, said that the African Group had joined the consensus on part VII of the draft resolution on the understanding that the Secretariat in implementing the recommendations of the Advisory Committee contained in paragraph 91 of its related report (A/61/640) would be guided by the Advisory Committee's comments in paragraph 90 of the same report.

Ms. Pataca (Angola), speaking on behalf of the African Group, said that the Group reiterated its long-held view that United Nations efforts to consolidate peace in Burundi were important and noted the proposed structure and resource requirement of the United Nations Integrated Office in Burundi, along with the Advisory Committee's recommendations regarding the staffing of BINUB.

Ms. Lock (South Africa), speaking on behalf of the African Group on agenda items 131 and 132, in particular on the OIOS review of OTP, said that the Group supported the oversight functions performed by OIOS and the contribution it made to the efforts of the Secretary-General to ensure greater accountability and improved performance throughout the Organization.
