It has emerged from the conclusions adopted at the high-level retreat on the Special Initiative held on 9 February 1998, and as stated in paragraph 43 below, that the Special Initiative should concentrate maximum efforts in the near term on those areas where results have been achieved, i.e., education, health, governance and information technology for development.

Within the subprogramme theme “Harnessing information technology for development”, major activities were undertaken in 1998 to implement the African Information Society Initiative: an Action Framework for Building Africa’s Information and Communication Infrastructure, adopted by the ECA Conference of Ministers in May 1996.
