وإذا كانت أقل البلدان نموا هي التي يجب أن تكون مالكة للسياسات الوطنية المناسبة من حيث تصميمها وصياغتها بإرادتها واختيارها لإيجاد الظروف المؤدية إلى التنمية، وإذا كانت ستظل تتحمل المسؤولية الأولى عن تطبيق هذه السياسات والتدابير تطبيقاً فعالاً، فإن التنفيذ الكامل لبرنامج العمل هو مسؤولية متقاسمة بين تلك البلدان وشركائها في التنمية.

Paragraph 14 of the PoA emphasizes that, " while LDCs should assume ownership of designing and formulating appropriate national policies ... the full implementation of the Programme of Action is the shared responsibility of these countries and their development partners " .
