1. Communications may be submitted by or on behalf of an individual or group of individuals, within the jurisdiction of a State party, claiming to be victims of a violation by that State party of any of the rights set forth in:
1- يجوز أن تقدم البلاغات من قبل، أو نيابة عن أفراد أو مجموعة أفراد يخضعون لولاية دولة طرف ويدعون أنهم ضحايا انتهاك من جانب تلك الدولة الطرف لأي من الحقوق المنصوص عليها في:

(b) That the individual claims, in a manner sufficiently substantiated, to be a victim of a violation by that State party of any of the rights set forth in the Covenant.
(ب) أن الفرد يدعي، بطريقة مدعمة بحجج كافية، أنه ضحية انتهاك من جانب تلك الدولة الطرف لأي حق من الحقوق المبينة في العهد.

(b) That the individual claims, in a manner sufficiently substantiated, to be a victim of a violation by that State party of any of the rights set forth in the Covenant.
(ب) أن الفرد يدعي، بطريقة مدعمة بالحجج الكافية، أنه ضحية انتهاك من جانب تلك الدولة الطرف لأي حق من الحقوق المبينة في العهد.

4.3 The State party submits that it recognizes the competence of the Human Rights Committee under the Optional Protocol to consider communications from individuals who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.
4-3 وتؤكد الدولة الطرف أنها تعترف باختصاص اللجنة المعنية بحقوق الإنسان بموجب البروتوكول الاختياري بالنظر في البلاغات التي ترد من أفراد يدّعون أنهم ضحايا لانتهاك من جانب تلك الدولة الطرف لأي من الحقوق المنصوص عليها في العهد.

4.3 The State party submits that it recognizes the competence of the Human Rights Committee under the Optional Protocol to consider communications from individuals who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.
4-3 وتؤكد الدولة الطرف أنها تعترف باختصاص اللجنة المعنية بحقوق الإنسان بموجب البروتوكول الاختياري في النظر في البلاغات التي ترد من أفراد يدّعون أنهم ضحايا لانتهاك من جانب تلك الدولة الطرف لأي من الحقوق المنصوص عليها في العهد.

Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4. Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4 - وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

4.8 The State party further submits that article 1 of the Optional Protocol to the Covenant stipulates, just as article 2 of the Optional Protocol to the Convention, that the Human Rights Committee can receive communications from individuals subject to the jurisdiction of a State party who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.
4-8 وتدفع الدولة الطرف أيضاً بأن المادة 1 من البروتوكول الاختياري الملحق بالعهد تنص، شأنها شأن المادة 2 من البروتوكول الاختياري للاتفاقية، على أنه يمكن أن تتلقى اللجنة المعنية بحقوق الإنسان الرسائل المقدَّمة من أفراد يخضعون لولاية دولة طرف ويدعون أنهم ضحية انتهاك تلك الدولة الطرف لأي حق من الحقوق المنصوص عليها في العهد.
