HDI-E is targeted at 23 townships located in the central Dry Zone, southern Shan State, the Ayeyarwaddy Delta and Rakhine, Chin and Kachin States, and comprises three clusters of projects in the following areas: human development and humanitarian needs; environment and food security; and activities of an intersectoral nature.
ويستهدف تمديد المبادرة ٢٣ بلدة تقع في المنطقة الجافة الوسطى وولاية شان الجنوبية ودلتا نهر أيياروادي وولايات راخين وشين وكاشين، ويشمل ثلاث مجموعات من المشاريع في المجالات التالية: التنمية البشرية والاحتياجات اﻹنسانية؛ البيئة واﻷمن الغذائي؛ وأنشطة ذات طابع مشترك بين القطاعات.

٢١ - أكدت بعثة تقييم مبادرة التنمية البشرية أن أهداف واستراتيجيات المشاريع العشرة التي يتألف منها تمديد المبادرة تتفق مع مقرر المجلس التنفيذي ٩٦/١.

Continuous monitoring and periodic evaluation is deemed essential, not only to measure impact and to facilitate timely decisions for adjustments during implementation of HDI-E projects, but more importantly to ensure non-discriminatory and non-exclusionary participation by all target beneficiaries in HDI-E activities.

An HDI support project under the intersectoral cluster is aimed particularly at improving the management, organization, monitoring and evaluation practices of HDI-E. In developing these projects, emphasis was placed on several elements that should improve community-based participatory approaches at the grass-roots level.
وهناك مشروع لدعم مبادرة التنمية البشرية في إطار المجموعة المشتركة بين القطاعات يهدف بوجه خاص إلى تحسين ممارسات إدارة تمديد المبادرة وتنظيمه ورصده وتقييمه. وجرى التركيز، عند وضع هذه المشاريع، على عدة عناصر من شأنها تحسين النهج المحلية القائمة على المشاركة على مستوى القاعدة الشعبية.

3. An independent international team of six senior experts examined the procedural and institutional arrangements and the monitoring and assessment mechanisms for HDI-E as a whole and for each of the 10 projects, as well as the strategic lessons learned from HDI and HDI-E over the course of the past year.
