I. PROGRESS UNDER HDI-E
أولا - التقدم المحرز في إطار تمديد مبادرة التنمية البشرية

Currently, approximately one fourth of the total number of villages in the 23 townships where HDI-E operates participate in and benefit from HDI-E projects.
ففي الوقت الراهن يشارك نحو ربع مجموع عدد القرى في البلدات الثلاث والعشرين التي بها مشاريع في إطار تمديد مبادرة التنمية البشرية في مشاريع المبادرة ويستفيد منها.

The document, which provided key considerations and criteria for continuation of the Human Development Initiative-Extension (HDI-E) and proposals for continuation of the humanitarian assistance begun by the Office of the United Nations High Commissioner for Refugees (UNHCR) in northern Rakhine State.

2. During 1997, all components of the projects comprising HDI-E were fully initiated.

5. HDI-E became effective in October 1996.

An HDI-E support project under the intersectoral cluster is aimed at improving management, organization, monitoring and evaluation practices of HDI-E, as well as ensuring the sharing and cross-fertilization of experiences gained between and among all HDI-E projects.

Project activities will benefit over 30,000 of the poorest households within the 30-month period of HDI-E.

In the Ayeyarwaddy Delta, where the mangrove forests were exploited for the manufacture of charcoal wood stoves, HDI-E project activities are making significant progress in rehabilitating the badly damaged environment.

Considerable efforts have been made through the HDI-E support project to bring about greater cohesiveness and coordination of project activities at the township and village levels.

This has led to the articulation and preparation of village development plans by the villagers themselves, with minimum support from HDI-E projects.

HDI-E comprises three clusters of projects: human development and humanitarian needs; environment and food security; and three intersectoral projects.

In this context, particular attention will be paid to similar interaction between HDI-E project staff and staff contracted from civil society organizations.

Through its training arrangements, provision of credit, and other mechanisms for the transfer of appropriate technology, HDI-E has been able to bring about technical changes in agricultural and environmental practices and improvements in the organization of village-level health and education services.
وقد أمكن بعد تمديد مبادرة التنمية البشرية إحداث تغييرات تقنية في الممارسات الزراعية والبيئية وتحسينات في تنظيم الخدمات الصحية والتعليمية على مستوى القرية، من خلال الترتيبات التدريبية وتقديم الائتمانات وغير ذلك من آليات نقل التكنولوجيا الملائمة.

29. Finally, HDIS provides critical support to ensure the efficient functioning and smooth orchestration of the HDI-E project system.
٢٩ - وأخيرا فإن مشروع دعم تمديد مبادرة التنمية البشرية يقدم دعما هاما لضمان كفاءة اﻷداء والتنسيق السلس لنظام مشروع تمديد المبادرة.

35. The next phase of HDI-E is expected to last two and one half years, from mid-1999 until end-2001.
٣٥ - من المنتظر أن تستمر المرحلة التالية من تمديد مبادرة التنمية البشرية لمدة عامين ونصف العام، من منتصف عام ١٩٩٩ إلى نهاية عام ٢٠٠١.

IV. HDI-Extension (1996-1998)
