8. Urges Member States to be aware that social exclusion contributes to drug abuse, poor health, possible negative behaviour and criminal activities and that it is important to attend to the basic well-being of individuals in need, respecting their human rights and dignity, in order to effectively reduce the use of illicit drugs;
8- تحثّ الدول الأعضاء على أن تدرك أن الإقصاء الاجتماعي يُسهم في تعاطي المخدرات واعتلال الصحة والسلوك السلبي المحتمل والأنشطة الإجرامية، وأن من الضروري الاهتمام بالرفاه الأساسي للأشخاص المحتاجين، ومراعاة حقوقهم وكرامتهم الإنسانية، وذلك من أجل خفض تناول المخدرات غير المشروعة خفضا فعّالا؛

The Commission adopted its resolution 53/2, entitled " Preventing the use of illicit drugs within Member States and strengthening international cooperation on policies of drug abuse prevention " .
18- واعتمدت اللجنة قرارها 53/2 بعنوان " الوقاية من تناول المخدرات غير المشروعة في الدول الأعضاء وتعزيز التعاون الدولي بشأن سياسات الوقاية من تعاطي المخدرات " .

In its resolution 54/132, the General Assembly adopted the Action Plan for the Implementation of the Declaration on the Guiding Principles on Drug Demand Reduction and urged all Member States to implement the Action Plan in their respective national, regional and international actions and to strengthen their national efforts to fight the use of illicit drugs among their population, particularly among children and youth.
وفي القرار ٤٥/٢٣١ الذي اتخذته الجمعية العامة، اعتمدت خطة العمل لتنفيذ الاعلان الخاص بالمبادئ التوجيهية لخفض الطلب على المخدرات، وحثت جميع الدول اﻷعضاء على تنفيذ خطة العمل في تدابيرها المعنية على اﻷصعدة الوطنية والاقليمية والدولية، وعلى تعزيز جهودها الوطنية لمحاربة تناول المخدرات غير المشروعة بين سكانها، ولا سيما بين اﻷطفال والشباب.

Referring to the concern expressed by the International Narcotics Control Board, in its report for 1997,2 about publicly inciting the use of illicit drugs, UNDCP was invited to develop guidelines to facilitate the implementation of article 3 of the 1988 Convention, which required States parties to that Convention to establish such practices as criminal offences. Such practices contributed to increased drug abuse among young people.
٦١ - وأشارت اللجنة الى ما أبدته الهيئة الدولية لمراقبة المخدرات في تقريرها عن عام ٧٩٩١)٢( من شواغل ازاء التحريض العلني على تناول المخدرات غير المشروعة ، ودعت اليوندسيب الى صوغ ارشادات لتسهيل تنفيذ المادة ٣ من اتفاقية ٨٨٩١ ، التي تقضي بأن تسن الدول اﻷطراف في تلك الاتفاقية تشريعات تجرم تلك الممارسات باعتبارها تسهم في زيادة تعاطي المخدرات بين صغار السن .

4. Extrabudgetary funds of approximately $2.5 million would be available to the UNODC technical cooperation programme related to the prevention of use of illicit drugs.
4- وستكون أموال من خارج الميزانية قدرها نحو 2.5 مليون دولار متاحة لبرنامج التعاون التقني للمكتب فيما يتعلق بمنع تناول المخدرات غير المشروعة.
