In addition, acting under Chapter VII of the Charter of the United Nations, the Council decided that the expert panels, through visits to the countries concerned, would also identify parties aiding and abetting those violations and recommend measures to end such violations and to improve the implementation of the measures imposed against UNITA.

6. At the meeting held on 20 January, the Committee endorsed the proposed visits of the Chairman to Angola and other countries to assess implementation of the measures imposed against UNITA and to seek ways to enhance the implementation of those measures.

7. On 12 February 1999, as requested in paragraph 8 of Security Council resolution 1221 (1999) of 12 January, the Committee submitted a report to the Council (S/1999/147), containing recommendations by the Secretary-General and proposals by the Committee for improving the implementation of the measures imposed against UNITA.

4. At its 4129th meeting held in April 2000, the Security Council adopted resolution 1295 (2000) and requested the Secretary-General to establish a Monitoring Mechanism to collect relevant information and investigate relevant leads relating to any allegations of violations of sanctions with a view to improving the implementation of the measures imposed against UNITA.
4 - واتخذ مجلس الأمن القرار 1295 (2000)، في جلسته 4129 المعقودة في نيسان/أبريل 2000 وطلب إلى الأمين العام أن ينشئ آلية رصد لتقوم بجمع معلومات ذات صلة بالأمر والتحقيق في أي معلومات ذات صلة تتعلق بادعاءات بوقوع انتهاكات للجزاءات، وذلك لتحسين تنفيذ التدابير المفروضة على يونيتا.

IV. IMPROVING implementation of the measures imposed on THE
رابعا - تحسين تنفيذ التدابير المفروضة على الاتحاد الوطني للاستقلال التام ﻷنغولا

The commissioning of these expert studies was one of the proposals contained in the Committee's report of 12 February 1999 to the Security Council (S/1999/147) for improving implementation of the measures imposed on UNITA.
ويرد التكليف بإجراء تلك الدراسات ضمن المقترحات التي قدمتها اللجنة في تقريرها المؤرخ ١٢ شباط/فبراير ١٩٩٩ إلى مجلس اﻷمن (S/1999/147) بغرض تحسين تنفيذ التدابير المفروضة على يونيتا.

5. In accordance with Security Council resolutions 1202 (1998) of 15 October 1998 and 1213 (1998) of 3 December 1998, the Secretary-General submitted his report to the Council on Angola (S/1999/49) containing, inter alia, recommendations on improving the implementation of the measures imposed on UNITA contained in resolutions 864 (1993), 1127 (1997) and 1173 (1998).
