In the second preambular paragraph, the General Assembly recalled the right of third States confronted with special economic problems arising from the carrying out of preventive or enforcement measures taken by the Security Council against other States to consult the Council with regard to a solution of those problems, in accordance with Article 50 of the Charter.
وفي الفقرة الاستهلالية الثانية، تشير الجمعية العامة إلى حق الدول الثالثة التي تواجه مشاكل اقتصادية خاصة من جراء تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ التي يتخذها مجلس اﻷمن ضد دول أخرى في أن تتشاور مع مجلس اﻷمن فيما يتعلق بإيجاد حل لتلك المشاكل، وفقا للمادة ٥٠ من الميثاق.

9. In its resolution 59/45, the General Assembly reaffirmed the important roles of the Assembly and the Economic and Social Council in the area of assistance to third States confronted with special economic problems arising from the carrying out of preventive or enforcement measures imposed by the Security Council.
9 - أكدت الجمعية العامة من جديد، في قرارها 59/45، أهمية الدور الذي يضطلع به كل من الجمعية العامة والمجلس الاقتصادي والاجتماعي في مجال تقديم المساعدة للدول الثالثة التي تواجه مشاكل اقتصادية خاصة ناشئة عن تنفيذ التدابير الوقائية أو تدابير الإنفاذ التي يفرضها مجلس الأمن.

" Recalling also the special responsibility of the Security Council under Article 50 of the Charter, which entitles States which find themselves confronted with special economic problems as a result of the carrying out of preventive or enforcement measures taken by the Security Council against any other State, to consult the Security Council with regard to a solution of those problems,
" وإذ تشير أيضا إلى المسؤولية الخاصة لمجلس اﻷمن بموجب المادة ٥٠ من الميثاق، التي تمنح الدول التي تجد نفسها تواجه مشاكل اقتصادية خاصة ناشئة عن تنفيذ التدابير الوقائية أو اﻹنفاذية التي يتخذها مجلس اﻷمن ضد أي دولة أخرى الحق في أن تستشير مجلس اﻷمن بصدد حل هذه المشاكل،

Their governing bodies remain committed to responding positively to requests for assistance to States confronted with special economic problems as a result of implementing preventive or enforcement measures imposed by the Security Council.
وما زالت هيئات إدارتها ملتزمة بالاستجابة لطلبات تقديم المساعدة إلى الدول التي تواجه مشاكل اقتصادية خاصة نتيجة تنفيذ التدابير الوقائية أو تدابير الإنفاذ التي يفرضها مجلس الأمن.

١ - تؤكد أهمية إجراء المشاورات المنصوص عليها في المادة ٥٠ من ميثاق اﻷمم المتحدة، في أقرب وقت ممكن، مع الدول الثالثة التي تواجه أو قد تواجه مشاكل اقتصادية خاصة ناجمة عن تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ التي يفرضها مجلس اﻷمن بمقتضى الفصل السابع من الميثاق، وأهمية إجراء تقييمات مبكرة ومنتظمة، حسب الاقتضاء، ﻷثر تلك التدابير على هذه الدول؛

51. The relevant components of the United Nations system and related organizations, including the international financial institutions, remain committed to responding positively to requests for assistance to States confronted with special economic problems as a result of implementing preventive or enforcement measures imposed by the Security Council.
51 - وما برحت العناصر ذات الصلة في منظومة الأمم المتحدة والمنظمات المرتبطة بها ومن بينها المؤسسات المالية الدولية على التزامها بالاستجابة لطلبات تقديم المساعدة إلى الدول التي تواجه مشاكل اقتصادية خاصة نتيجة تنفيذ التدابير الوقائية أو تدابير الإنفاذ التي يفرضها مجلس الأمن.

In this regard, the Security Council should take steps to more effectively implement Article 50 of the Charter, concerning the right of every State to consult the Council if it faces difficulty in the implementation of preventive or coercive measures ordered by the Council.
وفي هذا الصدد، ينبغي للمجلس أن يتخذ الخطوات من أجل زيادة من الفعالية في تنفيذ المادة 50 من الميثاق، بشأن حق كل دولة من الدول في التشاور مع المجلس إذا واجهت صعوبة في تنفيذ التدابير الوقائية أو القسرية التي يأمر بها المجلس.
