As provided in the Constitution of Mongolia, every citizen of the country is entitled to receive general, secondary education free of charge. The newly revised Law on Education, adopted in 1995, states that " Citizens shall not be discriminated against on the basis of ethnic origin, language, race, age, sex, social origin, property status, occupied position, religion or opinion, in exercising their right to education.
