In other words, the acts of a State constituting an international crime should automatically be regarded as a crime against international law (a crime under international law), perpetrated by persons acting on behalf of the State, and incur the responsibility of such persons.

3. The economic war being waged by the United States against Cuba is devoid of any legal basis and, under article II, subparagraph (c), of the 1948 Convention on the Prevention and Punishment of the Crime of Genocide, is qualified as an act of genocide and thus constitutes a crime under international law.
3 - إن الحرب الاقتصادية التي تشنها الولايات المتحدة على كوبا تفتقر إلى الأسس القانونية، وتعتبر، بموجب الفقرة الفرعية (ج) من المادة الثانية من اتفاقية جنيف المتعلقة بمنع جريمة الإبادة والمعاقبة عليها لعام 1948، عملا من أعمال الإبادة ومن ثم فإنها تشكل جريمة بموجب القانون الدولي.
