7. On 23 April 2006, the Council of Representatives resumed its session that had been suspended on 16 March and elected Jalal Talabani as the new President of Iraq.

10. On 9 May, President Jalal Talabani travelled to Cairo to meet with the Secretary-General of the League of Arab States, Amr Mousa, and with the President of Egypt, Hosni Mubarak.

2. During the reporting period, tensions between political blocs escalated and the national conference proposed by the President of Iraq, Jalal Talabani, and initially scheduled to be held on 5 April lost momentum.
2 - خلال الفترة المشمولة بالتقرير، تفاقمت التوترات بين الكتل السياسية وتلاشى زخم المؤتمر الوطني الذي اقترحه جلال طالباني رئيس جمهورية العراق والذي كان من المقرر عقده مبدئيا في 5 نيسان/أبريل.

6. Consultations between political leaders have further intensified since the return of the President, Jalal Talabani, on 17 September, after receiving medical treatment abroad. He held several meetings with the President of the Kurdistan Regional Government, Massoud Barzani, the Prime Minister and the Speaker.
6 - وتكثفت المشاورات بين القادة السياسيين بشكل أكبر منذ عودة الرئيس جلال طالباني في 17 أيلول/سبتمبر إلى العراق بعد تلقيه علاجا طبيا بالخارج؛ فقد عقد عدة اجتماعات مع رئيس إقليم كردستان العراق، مسعود بارزاني، ورئيس الوزراء ورئيس مجلس النواب.

I am also pleased to extend my sincere thanks to His Excellency, Mr. Jalal Talabani, President of the fraternal Republic of Iraq, for his estimable efforts during his Presidency of the previous session of this summit. I pray Almighty God will shortly restore him to health.
كما يطيب لي أن أتقدم بخالص الشكر لفخامة الأخ الرئيس جلال طالباني رئيس جمهورية العراق الشقيق على ما بذله من جهود مقدرة طيلة رئاسته للدورة السابقة لهذه القمة، وأدعو الله العلي القدير أن يمن عليه بالشفاء العاجل.

I should also like to extend my sincere thanks and appreciation to His Excellency, Mr. Jalal Talabani for his masterful Presidency of the work of the Baghdad Summit, with the hope that he will soon be restored to health. Thanks also to the people and Government of the sister country of Iraq for assuming the responsibilities of managing the Arab Summit so competently during the previous session.
كما أتقدم إلى فخامة الرئيس جلال طالباني بخالص الشكر والتقدير على رئاسته الحكيمة لأعمال قمة بغداد متمنياً له الشفاء العاجل، ولشعب العراق الشقيق وحكومته كل الشكر على تحمل مسؤوليات إدارة القمة العربية بكفاءة عالية خلال الدورة الماضية.

4. On 13 December, President Jalal Talabani announced an agreement between the Government of Iraq and the Kurdistan Regional Government to replace Peshmerga and Iraqi military forces with a local force comprising Arabs, Kurds and Turkmen, without a clear timeline for implementation.
4 - وفي 13 كانون الأول/ديسمبر، أعلن الرئيس جلال طالباني عن إبرام اتفاق بين حكومة العراق وحكومة إقليم كردستان للاستعاضة عن قوات البيشمركة وقوات الجيش العراقي بقوة محلية تتألف من عرب وكرد وتركمان، دون تحديد جدول زمني واضح للتنفيذ.

To express its thanks and appreciation to His Excellency, Mr. Jalal Talabani, President of the Republic of Iraq, and the President of the twenty-third ordinary session of the Council of the League of Arab States at summit level, for accepting the task of following up the implementation of the resolutions of the Baghdad summit (2012).

As further evidence of a new phase in Iraq-Kuwait relations, on 25 February, President Jalal Talabani attended the ceremonies for the fiftieth anniversary of Kuwait's independence and the twentieth anniversary of its liberation by coalition forces in the first Gulf war.
وكدليل آخر على بدء مرحلة جديدة في العلاقات بين العراق والكويت، حضر الرئيس جلال طالباني في 25 شباط/فبراير الاحتفال بالذكرى السنوية الخمسين لاستقلال الكويت والذكرى السنوية العشرين لتحريرها من قبل قوات التحالف في حرب الخليج الأولى.

5. On 24 December President Jalal Talabani, Vice-President Tariq al-Hashemi and Kurdistan President Massoud Barzani signed a memorandum of understanding between the Patriotic Union of Kurdistan, the Iraqi Islamic Party and the Kurdistan Democratic Party.
5 - وفي 24 كانون الأول/ديسمبر، وقع الرئيس جلال طالباني ونائبه طارق الهاشمي ورئيس كردستان مسعود بارزاني مذكرة تفاهم بين الاتحاد الوطني الكردستاني، والحزب الإسلامي العراقي، والحزب الديمقراطي الكردستاني.

Erdogan’s government seems to recognize this, and has recently shown an interest in initiating a dialogue with Iraqi Kurdish leaders. The Turkish military, however, oppose a high-level dialogue with Iraqi Kurds on the grounds that the Democratic Party of Kurdistan (DPK), headed by Massoud Barzani, and the Patriotic Union of Kurdistan, led by Iraqi President Jalal Talabani, support the PKK materially and politically.
