It was included in Article 3 of the Constitution of the Republic of Croatia that gender equality, together with national equality, peace-building, freedom, equality, social justice, rule of law, etc. represents the highest value of the constitutional order, and is thus the basis for the interpretation of the Constitution.

14. Calls upon the Government of the Republic of Croatia to undertake greater efforts to adhere to democratic principles and to continue its efforts to attain the highest level of compliance with international norms and standards of human rights and fundamental freedoms, and:
٤١- تطلب إلى حكومة جمهورية كرواتيا أن تبذل جهودا أكبر للالتزام بالمبادئ الديمقراطية، وأن تواصل جهودها لبلوغ أعلى مستوى للقواعد والمعايير الدولية المتعلقة بحقوق اﻹنسان والحريات اﻷساسية، والقيام بما يلي:

7. Reiterates its demand that the Government of the Republic of Croatia respect fully the rights of the local Serb population including their right to remain or return in safety and reiterates also its call upon the Government of the Republic of Croatia to lift any time-limits placed on the return of refugees to Croatia to reclaim their property;
٧ - يكرر مطالبته بأن تحترم حكومة جمهورية كرواتيا احتراما كاملا حقوق السكان الصرب المحليين، بما في ذلك حقهم في البقاء أو العودة في أمان، ويكرر أيضا طلبه إلى حكومة جمهورية كرواتيا أن ترفع كل الحدود الزمنية المفروضة على عودة اللاجئين إلى كرواتيا لاسترداد ممتلكاتهم؛

“7. Calls upon the Government of the Republic of Croatia to allow the expeditious return of all refugees and displaced persons and to use all available means to secure their safety and human rights, and to investigate and arrest those responsible for acts of violence and intimidation aimed at driving people away;
١٢ - تطلب من حكومة جمهورية كرواتيا أن تسمح بعودة جميع اللاجئين والمشردين على وجه السرعة، وأن تستخدم جميع الوسائل المتاحة لكفالة سلامتهم وتمتعهم بحقوق اﻹنسان، وأن تحقق في أعمال العنف والترهيب الرامية إلى إجبار الناس على الهرب وتقبض على المسؤولين عن تلك اﻷعمال؛

2. The Committee requests the Government of Yugoslavia (Serbia and Montenegro) and the Government of the Republic of Croatia to submit, in accordance with article 9, paragraph 1, of the International Convention on the Elimination of All Forms of Racial Discrimination, further information on the implementation of the Convention.
٢ - وتطلب اللجنة من حكومة يوغوسلافيا )صربيا والجبل اﻷسود( ومن حكومة جمهورية كرواتيا أن تقدما، وفقا للفقرة ١ من المادة ٩ من الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، مزيدا من المعلومات عن إعمال الاتفاقية.

“The Security Council calls upon the Government of the Republic of Croatia to grant amnesty to all persons who, either voluntarily or by coercion, served in the civil administration, military or police forces of the local Serb authorities in the former United Nations Protected Areas with the exception of those who committed war crimes as defined in international law.

Calls upon the Government of the Republic of Croatia to include the Transitional Administration and the United Nations Liaison Office in Zagreb in the definition of ‘United Nations Peace Forces and Operations in Croatia’ in the present status-of-forces agreement with the United Nations and requests the Secretary-General to confirm urgently, and no later than the date referred to in paragraph 3 above, on whether this has been done;

Calls upon the Government of the Republic of Croatia to include UNTAES and the United Nations Liaison Office in Zagreb in the definition of " United Nations Peace Forces and Operations in Croatia " in the present Status of Forces Agreement with the United Nations and requests the Secretary-General to confirm urgently, and no later than the date referred to in paragraph 3 above, on whether this has been done;
١٣ - يطلب إلى حكومة جمهورية كرواتيا أن تشمل اﻹدارة الانتقالية ومكتب الاتصال التابع لﻷمم المتحدة في زغرب بتعريف " قوات السلام التابعة لﻷمم المتحدة وعمليات اﻷمم المتحدة في كرواتيا " الوارد في الاتفاق الحالي لمركز القوات المبرم مع اﻷمم المتحدة، ويطلب إلى اﻷمين العام اﻹفادة على وجه الاستعجال، بحيث لا يتجاوز ذلك التاريخ المشار إليه في الفقرة ٣ أعلاه، بما إذا كان ذلك قد تحقق؛

" Consequently, I reiterate on behalf of the Government of the Republic of Croatia that all the allegations about the engagement of foreign mercenaries in the Croatian Army, made by the Government of the so-called Federal Republic of Yugoslavia, are arbitrary, unfounded and misconstrued, hence strongly rejected.

The Government of the Republic of Croatia considers the recent decision by the Belgrade authorities to be a small step in the right direction, but a highly insufficient one: Belgrade apparently has proclaimed the suspension of its political ties with the Bosnian Serb leadership, but it has not even verbally severed political ties with its equally belligerent proxies in the occupied territories of the Republic of Croatia.
ترى حكومة جمهورية كرواتيا أن القرار اﻷخير الذي اتخذته سلطات بلغراد خطوة صغيرة في الاتجاه السليم، ولكنها خطوة غير كافية إلى حد كبير: وعلى ما يبدو، أعلنت بلغراد تعليق صلاتها السياسية مع قيادة الصرب البوسنيين، ولكنها لم تقطع ولو شفويا صلاتها السياسية مع أتباعها في اﻷراضي المحتلة في جمهورية كرواتيا المولعين بالحرب بنفس القدر.

13. Stressing the need for a greater transparency in regard to the proceedings of the Security Council, the Republic of Croatia would like to refer to the issue of peace-keeping and peacemaking operations under the auspices of the United Nations.
