Regarding deployment, article X of the Agreement provides that the mission will be empowered to establish itself throughout the national territory and that in the performance of its activities the mission shall take into account the situation of the most vulnerable groups of society and the population directly affected by the armed confrontation (including displaced persons, refugees and returnees).

On the basis of the provisions of articles 137 and 169 of the previously mentioned 1994 Consolidation Act regarding education, the school year 1995/96 saw the activation throughout the national territory of 460 literacy courses and some 2,000 experimental secondary school courses for adult workers designed for achieving a school-leaving certificate, as also 78 places in elementary school classes organized in 19 hospitals.
٧٥١- وفقاً ﻷحكام المادتين ٧٣١ و٩٦١ من القانون الموحد لعام ٤٩٩١ المشار إليه، المتعلق بالتعليم، نُظمت في السنة الدراسية ٥٩٩١-٦٩٩١ دورات دراسية في جميع أنحاء اﻹقليم الوطني شملت ٠٦٤ دورة لتعليم القراءة والكتابة ونحو ٠٠٠ ٢ دورة في المدارس الثانوية التجريبية للعمال الشباب للحصول على شهادة إتمام الدراسات المدرسية، كما نُظمت في ٩١ مستشفى فصول مدرسية ابتدائية ﻟ ٨٧ شخصاً.

4. Extension of administration throughout national territory
4 - بسط سلطة الإدارة في جميع أنحاء الإقليم الوطني

Strengthening their presence and their deployment nationwide is therefore crucial.

In this way, we aim to cover the whole national territory and spread cultural activities in response to the needs and particular situations of each geographical area, with attention paid to social circumstances.
