In the same resolution, the Assembly asked the International Civil Service Commission to complete phase I of its study leading to the identification of the highest paid civil service and, in that context, " to study all aspects of the application of the Noblemaire principle with a view to ensuring the competitiveness of the United Nations common system " .

Given the above, and in the light of the General Assembly's request in resolution 47/216 that ICSC review all aspects of the application of the Noblemaire principle with a view to ensuring the continued competitiveness of the United Nations common system, ICSC concluded that ways needed to be found to reflect the comparator's special pay systems more fully in remuneration comparisons.

Application of the Noblemaire principle ACC reviewed the report submitted by ICSC to the General Assembly, in accordance with Assembly resolution 47/216 of 23 December 1992, in which the Assembly requested (sect. II.C) ICSC to study, inter alia, all aspects of the application of the Noblemaire principle with a view to ensuring the competitiveness of the United Nations common system.
٩٨ - استعرضت لجنة التنسيق اﻹدارية التقرير المقدم من لجنة الخدمة المدنية الدولية الى الجمعية العامة وفقا لقرار الجمعية العامة ٤٧/٢١٦ المؤرخ ٢٣ كانون اﻷول/ديسمبر ١٩٩٢، الذي طلبت فيه الجمعية العامة )الجزء ثانيا - جيم( إلى لجنة الخدمة المدنية الدولية، في جملة أمور، دراسة جميع جوانب تطبيق مبدأ نوبلمير بغية ضمان تنافسية النظام الموحد لﻷمم المتحدة.

16. Section II.C. The General Assembly reiterated its request to the Commission to complete phase I of its study on the identification of the highest-paid civil service, and to report thereon to the Assembly at its forty-ninth session. In that context, it invited the Commission also to study all aspects of the application of the Noblemaire principle with a view to ensuring the competitiveness of the United Nations common system.
١٦ - الفرع ثانيا - جيم - كررت الجمعية العامة تأكيد طلبها الى اللجنة بأن تنجز المرحلة اﻷولى من دراستها بشأن الخدمة المدنية اﻷعلى أجرا، وأن تقدم تقريرا عن ذلك الى الجمعية العامة في دورتها التاسعة واﻷربعين، ودعت اللجنة أيضا، في هذا السياق، الى دراسة جميع جوانب تطبيق مبدأ نوبلمير، بغية ضمان الحد التنافسي للنظام الموحد لﻷمم المتحدة.

The United Nations system competed, inter alia, with those organizations for staff of " the highest standards of efficiency, competence, and integrity " as stipulated in article 101 of the Charter of the United Nations; thus, a study of all aspects of the application of the Noblemaire principle would not be complete unless comparisons were also made with those organizations.
