25 - السيد شو يو (الصين): قال إن الحكمة تقتضي استخدام العقوبات كملاذ أخير بعد استنفاد جميع وسائل التسوية السلمية للنـزاعات.

23. Mr. Lamine (Algeria) said that sanctions should be imposed only as a last resort, after the exhaustion of all peaceful means of settlement of disputes, in strict conformity with the Charter and international law, and only after the Security Council had determined the existence of a threat to the peace, breach of the peace or act of aggression.
23 - السيد الامين (الجزائر): ذكر أنه ينبغي ألا تفرض الجزاءات إلا كملاذ أخير بعد استنفاد جميع وسائل التسوية السلمية للمنازعات، ومع التقيد الدقيق بالميثاق والقانون الدولي، وبعد أن يقرر مجلس الأمن وجود تهديد للسلم، أو خرق له، أو عمل عدواني.

The Court has on every occasion demonstrated that it was able to resolve conflicts that had resisted all other means of peaceful settlement of disputes employed hitherto and that it was “the” final recourse.
