Let me start by expressing how satisfied I am that the Argentine and British Governments have managed to reach an understanding on hydrocarbons in the South-West Atlantic.

Argentina's well-known concerns about uncontrolled fishing in the South-West Atlantic are shared by the United Kingdom.

Of particular interest to Uruguay was the fact that Argentina and the United Kingdom had found common ground on the need to draft a multilateral treaty to ensure the sustainability of fish stocks in the south-western Atlantic.

The United Kingdom remains interested in cooperating with Argentina on measures to ensure the effective conservation of the living marine resources in the South-West Atlantic.

Furthermore, it declares once again its intention to continue to move forward with the dialogue with the United Kingdom with the aim of building a relationship of mutual trust and reaching new understandings in the South-West Atlantic.

" The Ministers of Foreign Affairs of the United Kingdom and the Argentine Republic signed in New York today a joint declaration concerning cooperation over offshore activities in the South-West Atlantic.
" إن وزيري خارجية المملكة المتحدة وجمهورية اﻷرجنتين قد وقعا في نيويورك اليوم إعلانا مشتركا بشأن التعاون فيما يتعلق باﻷنشطة البحرية في منطقة جنوب غربي المحيط اﻷطلسي.

25. The text of the joint declaration entitled " Cooperation over off-shore activities in the South-West Atlantic " , issued by the Governments of Argentina and the United Kingdom on 27 September 1995, is reproduced below:
٢٥ - ويرد أدناه نص اﻹعلان المشترك المعنون " التعاون في اﻷنشطة البحرية الجارية في منطقة جنوب غربي المحيط اﻷطلسي " الذي أصدرته حكومتا اﻷرجنتين والمملكة المتحدة في ٢٧ أيلول/سبتمبر ١٩٩٥:

" 2. The two Governments agreed to cooperate in order to encourage off-shore activities in the South-West Atlantic in accordance with the provisions contained herein.

Exploration for and exploitation of hydrocarbons by the off-shore oil and gas industry will be carried out in accordance with sound commercial principles and good oil field practice, drawing upon the Governments' experience both in the South-West Atlantic and in the North Sea.

In January and February 2000, a krill synoptic survey was undertaken in the south-western Atlantic (Food and Agriculture Organization of the United Nations (FAO) statistical area 48), the largest exercise ever carried out by CCAMLR member States, to improve estimates of the pre-exploitation biomass of krill.

The cooperation instituted by those countries in the conservation of fish stocks and development of oil reserves in the South West Atlantic was also noteworthy.
