17. Calls upon the international community, the developed countries in particular, to continue to assist the developing countries in the fight against pandemics such as HIV/AIDS, tuberculosis and malaria through financial and technical support, as well as through the training of personnel;
17- تطلب إلى المجتمع الدولي، والبلدان المتقدمة بوجه خاص، مواصلة مساعدة البلدان النامية في مكافحتها جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا عن طريق تقديم الدعم المالي والتقني، فضلاً عن تدريب الموظفين؛

18. Invites the Committee on Economic, Social and Cultural Rights also to give attention to the issue of access to medication in the context of pandemics such as HIV/AIDS, tuberculosis and malaria and invites States to include appropriate information thereon in the reports they submit to the Committee;
18- تدعو اللجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية، عند نظرها في مكافحة جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا، إلى أن تولي الاهتمام أيضاً لقضية إتاحة إمكانية التداوي، وتدعو الدول إلى تضمين تقاريرها إلى هذه اللجنة المعلومات المناسبة عن ذلك؛

8. Further calls upon States, in furtherance of the Declaration of Commitment on HIV/AIDS, to address factors affecting the provision of drugs related to the treatment of pandemics such as HIV/AIDS and the most common opportunistic infections that accompany them, as well as to develop integrated strategies to strengthen healthcare systems;
8- تطلب كذلك إلى الدول، تعزيزاً لإعلان الالتزام المتعلق بفيروس نقص المناعة البشري/الإيدز، التصدي للعوامل التي تؤثر في توفير العقاقير المرتبطة بعلاج جوائح مثل فيروس نقص المناعة البشري/الإيدز، وما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً، وكذلك وضع استراتيجيات متكاملة لتعزيز نظم الرعاية الصحية؛

(a) The availability in sufficient quantities of pharmaceutical products and medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis and malaria or the most common opportunistic infections that accompany them;
(أ) إتاحة كميات كافية من المستحضرات الصيدلانية والتكنولوجيات الطبية المستخدمة في علاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً؛

(a) The availability, in sufficient quantities, of pharmaceutical products and medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis and malaria or the most common opportunistic infections that accompany them;
(أ) إتاحة كميات كافية من المستحضرات الصيدلانية والتكنولوجيات الطبية المستخدمة في علاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً؛

(c) The assurance that pharmaceutical products or medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis, malaria or the most common opportunistic infections that accompany them, irrespective of their sources and countries of origin, are scientifically and medically appropriate and of good quality;
(ج) ضمان أن تكون المستحضرات الصيدلانية أو التكنولوجيات الطبية المستخدمة لعلاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً، بصرف النظر عن مصادرها وبلدان منشئها، مناسبة علمياً وطبياً وذات نوعية جيدة؛

The promotion of the highest attainable standard of mental and physical health, access for all to primary health care on an equitable and non-discriminatory basis, and the provision of medicines at affordable prices to address pandemics such as HIV/AIDS have been central objectives of the Social Summit process and its five-year review.
وقد مثل تعزيز التمتع بأعلى مستوى يمكن بلوغه في مجال الصحة البدنية والعقلية وإمكانية حصول الجميع على الرعاية الصحية الأولية على أساس عادل وغير تمييزي، وتوفير الأدوية بأسعار معقولة لمعالجة جوائح مثل فيروس نقص المناعة البشري/الإيدز أهدافاً أساسية لمؤتمر القمة الاجتماعية ولعملية استعراضه لمدة خمس سنوات.

(b) The accessibility and affordability for all without discrimination, including the most vulnerable or socially disadvantaged groups of the population, of pharmaceutical products or medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis, malaria or the most common opportunistic infections that accompany them;
(ب) إتاحة الإمكانية، والقدرة على تحمل التكلفة، للجميع، دون تمييز، بما في ذلك أشد فئات السكان تعرضاً للمخاطر أو أشدها حرماناً من الناحية الاجتماعية، للحصول على المستحضرات الصيدلانية أو التكنولوجيات الطبية المستخدمة في علاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً؛

(a) To refrain from taking measures which would deny or limit equal access for all persons to preventive, curative or palliative pharmaceutical products or medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis, malaria or the most common opportunistic infections that accompany them;
(أ) أن تمتنع عن اتخاذ تدابير من شأنها عدم إتاحة إمكانية حصول جميع الأشخاص، أو الحد من إمكانية حصولهم جميعاً على قدم المساواة، على مستحضرات صيدلانية أو تكنولوجيات طبية وقائية أو علاجية أو ملطفة تستخدم لعلاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً؛

(a) To facilitate, wherever possible, access in other countries to essential preventive, curative or palliative pharmaceutical products or medical technologies used to treat pandemics such as HIV/AIDS, tuberculosis and malaria or the most common opportunistic infections that accompany them, as well as to extend the necessary cooperation, wherever possible, especially in times of emergency;
(أ) أن تعمل، حيثما أمكن، على تيسير الحصول في بلدان أخرى على ما هو ضروري من المستحضرات الصيدلانية أو التكنولوجيات الطبية الوقائية أو العلاجية أو الملطفة المستخدمة لعلاج جوائح مثل فيروس نقص المناعة البشري/الإيدز والسل والملاريا، أو ما يلازمها من أكثر حالات الإصابة بالعدوى الانتهازية شيوعاً، فضلاً عن تقديم التعاون الضروري، حيثما أمكن، وخاصة في أوقات الطوارئ؛
