٣ ـ توجه نظر الجمعية العامة والوكالات المتخصصة وهيئات اﻷمم المتحدة وكذلك المنظمات الحكومية الدولية إلى التناقض القائم بين وجود حالات من الفقر المدقع والحرمان الاجتماعي، يجب وضع نهاية لها، وواجب ضمان التمتع الكامل بحقوق اﻹنسان؛

٤- تسترعي انتباه الجمعية العامة والوكالات المتخصصة وهيئات اﻷمم المتحدة وكذلك المنظمات الحكومية الدولية إلى التناقض المتمثل في وجود حالات من الفقر المدقع والحرمان الاجتماعي، والذي يجب وضع حد له، والى واجب ضمان التمتع الكامل بحقوق اﻹنسان؛

" Poverty " lies somewhere between economic, social and cultural rights and civil and political rights, because it is obvious that people living in situations of extreme poverty are being denied not only their economic rights, but their rights as citizens as well.
ويقع " الفقر " في نقطة الالتقاء بين الحقوق الاقتصادية والاجتماعية والثقافية من جهة والحقوق المدنية والسياسية من جهة أخرى. ذلك أنه من البديهي أن يشهد الأشخاص الذين يعيشون في حالات من الفقر المدقع إنكارا لا يقتصر فقط على حقوقهم الاقتصادية، بل يطال كذلك حقوقهم كمواطنين.

(a) The General Assembly, specialized agencies, United Nations bodies and intergovernmental organizations to take into account the contradiction between the existence of situations of extreme poverty and exclusion from society, which must be overcome, and the duty to guarantee full enjoyment of human rights;
(أ) الجمعية العامة، والوكالات المتخصصة، وهيئات الأمم المتحدة، والمنظمات الحكومية الدولية أن تأخذ في حسبانها التناقض بين وجود حالات من الفقر المدقع والإقصاء الاجتماعي، وهي حالات ينبغي التغلب عليها، ووجوب ضمان التمتع الكامل بحقوق الإنسان؛

(أ) الجمعية العامة، والوكالات المتخصصة، وهيئات الأمم المتحدة والمنظمات الحكومية الدولية أن تأخذ في حسبانها التناقض بين وجود حالات من الفقر المدقع والإقصاء الاجتماعي، وهي حالات ينبغي التغلب عليها، وبين وجوب ضمان التمتع الكامل بحقوق الإنسان؛

3. Welcomes the substantial contributions of States, relevant United Nations agencies, intergovernmental organizations, United Nations treaty bodies, the independent expert on the question of human rights and extreme poverty, national human rights institutions, nongovernmental organizations, especially those in which people in situations of extreme poverty express their views, and other relevant stakeholders;
3- يرحب بالإسهامات المهمة من الدول، ووكالات الأمم المتحدة المعنية، والمنظمات الحكومية الدولية، وهيئات معاهدات الأمم المتحدة، والخبير المستقل المعني بمسألة حقوق الإنسان والفقر المدقع، ومؤسسات حقوق الإنسان الوطنية، والمنظمات غير الحكومية، لا سيما تلك التي يعبر فيها الأشخاص الذين يعيشون حالات من الفقر المدقع عن آرائهم، وغير ذلك من أصحاب المصلحة المعنيين؛
