We consider that the rights of individuals belonging to minorities are dully guaranteed by the Constitution and the other domestic legislation.
فنحن نعتبر أن حقوق الأفراد المنتمين إلى الأقليات يكفلها الدستور والتشريعات الداخلية الأخرى حسب الأصول.

B. rights of individuals belonging to national minorities
باء - حقوق الأفراد المنتمين إلى أقليات قومية

At the level of European institutions, it is clear that although democracy is a prerequisite for human and minority rights, it is not enough, and more efforts have to be made to protect the rights of individuals belonging to national minorities, including special legal and institutional measures.
وعلى مستوى المؤسسات الأوروبية، من الواضح أن الديمقراطية وإن كانت شرطا مسبقاً لحقوق الإنسان وحقوق الأقليّات، فهي غير كافية، ومن ثم ينبغي بذل المزيد من الجهود لحماية حقوق الأفراد المنتمين إلى الأقليات الوطنية، بما في ذلك عن طريق التدابير القانونية والمؤسسية الخاصة.

3. Restrictions on certain rights of members of particular religious groups

The General Comment pointed to the distinction between the rights of persons belonging to minorities on the one hand, and the right to self-determination and the right to equality and non-discrimination on the other.
