My delegation draws attention to the fact that Israel, as a signatory to the relevant provisions of the Fourth Geneva Convention, which stipulates the responsibilities of an occupying Power, cannot legally or morally absolve itself of its responsibilities to guarantee the basic human rights of the people under its occupation.

Israel, as a signatory to the Fourth Geneva Convention, was obligated to guarantee the basic human rights of the people under its occupation, but unfortunately, as the Special Committee's report demonstrated, it was trampling upon those rights with impunity, and the destructions, deaths, loss of income and deprivation of food and medical treatment had transformed an already dire situation into a veritable humanitarian catastrophe.

13. Ms. Rasheed (Observer for Palestine) said that her delegation was once again obliged to come before the Committee to discuss how Israel continued to deny the basic human rights of the Palestinian people, making peace, hope and prosperity as elusive as ever.

Under the Fourth Geneva Convention, Israel, as the occupying Power, could not legally or morally absolve itself of its responsibilities to guarantee the basic human rights of the people under its occupation, something which had been reaffirmed in various General Assembly and Security Council resolutions over the years.
