1. A disability convention should primarily contain rights that are enforceable and incorporate measures to enable persons with disabilities to exercise their human rights and fundamental freedoms.

The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities requires States to ensure that persons belonging to minorities fully and effectively exercise all their human rights and fundamental freedoms without any discrimination and in full equality before the law.
ويُلزِم " إعلان حقوق الأشخاص المنتمين إلى أقليات قومية أو إثنية وإلى أقليات دينية ولغوية " الدول بأن تكفل للأشخاص المنتمين إلى أقليات ممارسة جميع حقوق الإنسان والحريات الأساسية الخاصة بهم ممارسة تامة وفعالة، دون أي تمييز وفي مساواة تامة أمام القانون.

General comment No. 2 reaffirms that accessibility is a precondition for persons with disabilities to live independently, to participate fully and equally in society, and to have unrestricted enjoyment of all their human rights and fundamental freedoms.

Article 9 of the Convention clearly enshrines accessibility as the precondition for persons with disabilities to live independently, participate fully and equally in society, and have unrestricted enjoyment of all their human rights and fundamental freedoms on an equal basis with others.

10- " ولما كان العمال المهاجرون يواجهون أضخم المخاطر على حقوق الإنسان والحريات الأساسية الخاصة بهم حين يتم تجميعهم ونقلهم وتوظيفهم على نحو يتعارض مع القانون " (15) فإن منع الهجرة غير القانونية سيؤدي إلى تقليل انتهاكات حقوق الإنسان.
