It was also suggested that further consideration needed to be given to the criteria for determining the admissibility of countermeasures and their severity, as well as the question of the rights of third States which were not directly injured, especially the right of the third State to take countermeasures on behalf of the injured State, as well as the notion of breaches of obligations erga omnes.
