٧ - تطلب إلى اﻷمين العام أن يوفر، لدى تنفيذ هذا القرار، موارد بشرية ومالية لما يقدمه مركز حقوق اﻹنسان باﻷمانة العامة من خدمات استشارية ومساعدة تقنية كهذه، وذلك في حدود الموارد الراهنة؛

Noting the Special Representative's view that the significant number of communications received by the Centre for Human Rights of the Secretariat for the attention of the Special Representative and the important concerns reflected therein will need careful scrutiny,
وإذ تحيط علما بما ذهب اليه الممثل الخاص من رأي مؤداه أن الرسائل الكثيرة التي تلقاها مركز حقوق اﻹنسان باﻷمانة العامة لاسترعاء انتباه الممثل الخاص اليها والشواغل المهمة الواردة في هذه الرسائل يلزم أن تفحص بعناية،

The Assembly welcomed the fact that the Centre for Human Rights of the Secretariat had prepared a technical cooperation programme aimed at strengthening Haiti's institutional capacity in the field of human rights and requested the Secretary-General to submit his report on the implementation of that programme to it at its fifty-second session.
ورحبت الجمعية ببرنامج التعاون التقني الذي أعده مركز حقوق اﻹنسان باﻷمانة العامة والذي يهدف إلى تعزيز قدرة مؤسسات هايتي في ميدان حقوق اﻹنسان وطلبت إلى اﻷمين العام أن يقدم إليها في دورتها الثانية والخمسين تقريرا عن تنفيذ هذا البرنامج.

" 5. Requests the United Nations High Commissioner for Human Rights to give the highest priority in the Centre for Human Rights of the Secretariat to programmes and activities for combating racism and racial discrimination and to the follow-up of those programmes and activities;
" ٥ - تطلب إلى مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان أن يولي اﻷولوية العليا في مركز حقوق اﻹنسان باﻷمانة العامة لبرامج وأنشطة مكافحة العنصرية والتمييز العنصري ولمتابعة تلك البرامج واﻷنشطة؛

5. Requests the United Nations High Commissioner for Human Rights to give priority, through the Centre for Human Rights of the Secretariat, to the follow-up of programmes and activities for combating racism and racial discrimination;
٥ - تطلب إلى مفوض اﻷمم المتحدة السامي لحقوق اﻹنسان أن يولي اﻷولوية من خلال مركز حقوق اﻹنسان باﻷمانة العامة الى متابعة برامج وأنشطة مكافحة العنصرية والتمييز العنصري؛

5. Welcomes the establishment of the programme of technical cooperation prepared by the Centre for Human Rights of the Secretariat aimed at strengthening the institutional capacity in the field of human rights, particularly in the areas of legislative reform, training for justice administration personnel and human rights education;
٥ - ترحب بإنشاء برنامج التعاون التقني الذي أعده مركز حقوق اﻹنسان باﻷمانة العامة والذي يهدف إلى تعزيز قدرة المؤسسات في مجال حقوق اﻹنسان، وخاصة في مجالات اﻹصلاح التشريعي، وتدريب الموظفين العاملين في مجال إقامة العدل والتثقيف بحقوق اﻹنسان؛

21. Invites the Secretary-General to do his utmost to establish a focal point within the Centre for Human Rights of the Secretariat, which will be responsible for reviewing information concerning specific recommendations on activities to be undertaken;
١٢ - يدعو اﻷمين العام إلى بذل كل الجهود الممكنة من أجل التوصل الفعلي إلى إقامة وحدة تنسيق في مركز حقوق اﻹنسان باﻷمانة العامة تُكلﱠف بدراسة المعلومات المتعلقة بالتوصيات المحددة بشأن اﻷنشطة التي يتعين الاضطلاع بها؛

35. I am also aware of the statement made by the Chairman of the Commission for Human Rights at its fifty-third session, in which he urged the Centre for Human Rights of the Secretariat to provide, at the request of the Government of Liberia, advisory services and technical assistance to enable it to revive the ailing human rights structures and mechanisms.
٣٥ - وإني مدرك أيضا لفحوى البيان الذي أدلى به رئيس لجنة حقوق اﻹنسان في دورتها الثالثة والخمسين، الذي حث فيه مركز حقوق اﻹنسان باﻷمانة العامة على أن يوفر، بناء على طلب حكومة ليبريا، الخدمات الاستشارية والمساعدة التقنية لتمكينها من إحياء هياكل حقوق اﻹنسان وآلياته المتدهورة.

5. Requests the Centre for Human Rights of the Secretariat to continue its efforts to enhance cooperation between the United Nations and national institutions, particularly in the field of advisory services and technical assistance and of information and education, including within the framework of the world public information campaign for human rights;
٥ - تطلب إلى مركز حقوق اﻹنسان باﻷمانة العامة أن يواصل جهوده لزيادة التعاون بين اﻷمم المتحدة والمؤسسات الوطنية، ولا سيما في مجال الخدمات الاستشارية والمساعدة التقنية، واﻹعلام والتثقيف، ضمن إطار الحملة اﻹعلامية العالمية من أجل حقوق اﻹنسان؛

In recent times, since the resources allocated to these activities in the programme budget are quite limited, a number of such training seminars have been planned, organized and conducted jointly with other United Nations entities such as the United Nations International Drug Control Programme and the Centre for Human Rights of the Secretariat, as well as international professional organizations.
وفي اﻵونة اﻷخيرة، ونظرا ﻷن الموارد المخصصة لهذه اﻷنشطة في الميزانية البرنامجية محدودة جدا، فقد خطط لعدد من هذه الحلقات التدريبية ونظمت وعقدت بالاشتراك مع كيانات أخرى تابعة لﻷمم المتحدة مثل برنامج اﻷمم المتحدة للمراقبة الدولية للمخدرات ومركز حقوق اﻹنسان باﻷمانة العامة فضلا عن المنظمات المهنية الدولية.

It could, for example, build on the work already initiated by the Social Policy and Resettlement Division regarding post-conflict reconstruction and the policy papers of the World Bank, or the programme on armed forces in West Africa organized by the Centre for Human Rights of the Secretariat.
وبإمكان هذا المشروع، مثلا، أن يستند الى الدراسة التي سبق ان بدأتها شعبة السياسة الاجتماعية وإعادة التوطين فيما يتعلق باﻹنعاش في فترة ما بعد انتهاء المنازعات وورقات السياسات العامة للبنك الدولي، أو للبرنامج المتعلق بالقوات المسلحة في غرب أفريقيا، وهو البرنامج الذي نظمه مركز حقوق اﻹنسان باﻷمانة العامة.
