ومن الواجب على حكومات جميع البلدان أن تتخذ تدابير متكاملة من أجل تطبيق الاتفاقية الإطارية إلى جانب إتاحة بدء سريان بروتوكول كيوتو على نحو عاجل؛ وثمة أمل لدى الصين في أن تقوم البلدان، التي لم تصدق بعد على هذا البروتوكول، بالاضطلاع بذلك بأسرع ما يمكن.

It calls on the governments of nuclear weapons States to neither use, threaten to use nor develop nuclear weapons, and to take immediate steps for their abolition; and on the Governments of all countries to take action for the conclusion of an international treaty for the abolition of nuclear weapons.
ويناشد النداء حكومات الدول الحائزة للأسلحة النووية ألا تستخدم هذه الأسلحة، ولا تهدد باستخدامها، كما يناشدها ألا تطور الأسلحة النووية، وأن تتخذ خطوات عاجلة لحظرها؛ كما يناشد حكومات جميع البلدان أن تتخذ إجراءات لإبرام معاهدة دولية لحظر الأسلحة النووية.

4 - يحث حكومات جميع البلدان التي لم يكن خشخاش الأفيون في الماضي يُزرع فيها لأغراض إنتاج الخامات الأفيونية المشروع، على أن تستلهم روح المسؤولية الجماعية، فتمتنع عن القيام بزراعة خشخاش الأفيون لأغراض تجارية، منعا لانتشار مواقع التوريد؛

4.
