Millions of hectares burned in 1997 and 1998 and smoke blanketed large regions of the Amazon Basin, Central America, Mexico and South-East Asia.32 It was estimated that carbon emissions from burning peat and vegetation in Indonesia in 1997 were equivalent to 13-40 per cent of the mean annual global carbon emissions from fossil fuels.33
