ويتضمن ما دُعي إلى اتخاذه من تدابير تنظيم حملات إعلامية بغية بيان الفرص، والقيود والحقوق في حالة الهجرة لتمكين كل فرد، لا سيما المرأة، من اتخاذ قرارات واعية، وللحيلولة دون تحولهم إلى ضحايا للاتجار ودون استخدامهم وسائل خطرة للوصول تهدد حياتهم وسلامتهم البدنية.

States, in cooperation with non-governmental organizations, were encouraged to undertake information campaigns aimed at clarifying opportunities, limitations and rights in the event of migration, so as to enable migrants, in particular women, to make informed decisions, and to protect them from victimization by traffickers and from utilizing dangerous means of access that put their lives and physical integrity at risk.
وشجعت الدول على أن تقوم، بالتعاون مع المنظمات غير الحكومية، بتنظيم حملات إعلامية بغية بيان الفرص والقيود والحقوق في حالة الهجرة لتمكين كل فرد، لا سيما المرأة، من اتخاذ قرارات واعية، وللحيلولة دون تحول المهاجرين إلى ضحايا للاتجار وسعيهم للوصول لاتخاذ وسائل لأغراض الوصول تهدد حياتهم وسلامتهم البدنية للخطر.

20. 20- تشجع أيضاً الدول على تنظيم حملات إعلامية، بالتعاون مع المنظمات غير الحكومية، بغية بيان الفرص والقيود والحقوق في حالة الهجرة لتمكين كل فرد، لا سيما المرأة، من اتخاذ قرارات واعية، وللحيلولة دون تحولهم إلى ضحايا للاتجار ودون استخدامهم وسائل خطرة للوصول إلى مقصدهم تعرض حياتهم وسلامتهم البدنية للخطر؛

غير أن المحتجزين عُرِّضوا لاعتداءات جسيمة على حياتهم وسلامتهم البدنية.

In particular, article 3 of the Geneva Conventions provides for the protection of civilians from inhumane treatment and violence to life and person.
ويلفت اهتمامها بوجه خاص إلى المادة 3 من اتفاقيات جنيف التي تنص على حماية المدنيين من المعاملة اللاإنسانية والاعتداء على حياتهم وسلامتهم البدنية.

These laws clearly stipulate that persons taking no active part in the hostilities shall in all circumstances be treated humanely and shall not be subject to violence to life and person, hostage taking, outrages to personal dignity or extrajudicial sentences (Fourth Geneva Convention, art. 3 (1)).
فهذه القوانين تنص صراحة على أن يعامل الأشخاص الذين لا يشتركون مباشرة في الأعمال العدائية معاملة إنسانية في جميع الظروف وأن يكونوا في مأمن من الاعتداء على حياتهم وسلامتهم البدنية أو أخذهم كرهائن أو الاعتداء على كرامتهم الشخصية أو إنزال عقوبات بهم خارج نطاق القضاء (اتفاقية جنيف الرابعة، المادة 3 (1)).
