Belarus voluntarily renounced its nuclear weapons and for many years has been a responsible party to the Treaty between the United States of America and the Union of Soviet Socialist Republics on the Reduction and Limitation of Strategic Offensive Arms of 1991.
وقد تخلت بيلاروس طوعيا عن أسلحتها النووية وظلت منذ سنوات عديدة طرفا مسؤولا في المعاهدة بين الولايات المتحدة الأمريكية واتحاد الجمهوريات الاشتراكية السوفياتية بشأن خفض الأسلحة الهجومية الاستراتيجية والحد منها لعام 1991.

3. A new Strategic Arms Reduction Treaty (START): the President of the United States and the President of the Russian Federation issued a joint statement on 1 April 2009 declaring their intention to begin bilateral intergovernmental negotiations to work out a new, comprehensive and legally binding agreement on reducing and limiting strategic offensive arms to replace the START Treaty.
3 - معاهدة جديدة لخفض الأسلحة الاستراتيجية: أصدر رئيسا الولايات المتحدة والاتحاد الروسي في 1 نيسان/أبريل 2009 بيانا مشتركا أعلنا فيه عن اعتزامهما بدء مفاوضات ثنائية بين حكومتي بلديهما لإبرام اتفاق جديد شامل وملزم قانونيا بشأن خفض الأسلحة الهجومية الاستراتيجية والحد منها، ليحل محل معاهدة خفض الأسلحة الهجومية الاستراتيجية والحد منها (معاهدة ستارت).

Since 2009, the international community has witnessed positive developments in the field of nuclear disarmament and non-proliferation, including the recent agreement between the United States and the Russian Federation on a new START Treaty.
ومنذ عام 2009، شهد المجتمع الدولي تطورات إيجابية في مجال نزع السلاح النووي وعدم الانتشار، بما في ذلك الاتفاق المبرم مؤخراً بين الولايات المتحدة والاتحاد الروسي بشأن معاهدة خفض الأسلحة الهجومية الاستراتيجية والحد منها.

LIMITATION OF STRATEGIC OFFENSIVE ARMS The Treaty on the Reduction and Limitation of Strategic Offensive Arms (START Treaty) expires on 5 December 2009.
ينتهي سريان معاهدة خفض الأسلحة الهجومية الاستراتيجية والحد منها (معاهدة ستارت) في 5 كانون الأول/ديسمبر 2009.

6. We support the Treaty between the United States of America and the Russian Federation on measures for the further Reduction and Limitation of Strategic Offensive Arms signed on 8 April 2010 in Prague.
6 - ونحن نؤيد المعاهدة المبرمة بين الولايات المتحدة الأمريكية والاتحاد الروسي بشأن التدابير المتعلقة بمواصلة خفض الأسلحة الهجومية الاستراتيجية والحد منها والموقعة في 8 نيسان/أبريل 2010 في براغ.

The United States and the Russian Federation should resume the implementation of the Treaty on Further Reduction and Limitation of Strategic Offensive Arms (START II Treaty) and conclude negotiations on a future START III Treaty.
ويتعين على الولايات المتحدة والاتحاد الروسي أن يستأنفا تنفيذ المعاهدة المتعلقة بمواصلة خفض الأسلحة الهجومية الاستراتيجية والحد منها (معاهدة ستارت 2) وإنهاء المفاوضات المتعلقة بمعاهدة ستارت 3 المقبلة.

On 8 April 2010, in Prague, President Dmitry Anatolevich Medvedev of the Russian Federation and President Barack Obama of the United States of America signed a Treaty between their two countries on measures for the further Reduction and Limitation of Strategic Offensive Arms.
لقد وقّع رئيس الاتحاد الروسي، دميتري آناتوليفيتش ميدفيديف، ورئيس الولايات المتحدة الأمريكية، باراك أوباما، في 8 نيسان/أبريل 2010، في براغ، على معاهدة بين بلديهما بشأن التدابير اللازمة لمواصلة خفض الأسلحة الهجومية الاستراتيجية والحد منها.

I have the honour to transmit the text of the statement of 14 June 2002 by the Ministry of Foreign Affairs of the Russian Federation concerning the legal status of the Treaty between the Russian Federation and the United States on Further Reduction and Limitation of Strategic Offensive Arms (see annex).
أتشرف بأن أحيل طيه نص بيان وزارة خارجية الاتحاد الروسي الصادر في 14 حزيران/يونيه 2002، بشأن المركز القانوني للمعاهدة المبرمة بين الاتحاد الروسي والولايات المتحدة الأمريكية بشأن مواصلة خفض الأسلحة الهجومية الاستراتيجية والحد منها (انظر المرفق).

(b) On 5 February 2011, the Treaty between the Russian Federation and the United States of America on Measures for the Further Reduction and Limitation of Strategic Offensive Arms entered into force with the exchange of instruments of ratification between Russia and the United States.
(ب) في 5 شباط/فبراير 2011، دخلت المعاهدة المبرمة بين الاتحاد الروسي والولايات المتحدة الأمريكية بشأن التدابير المتعلقة بزيادة خفض الأسلحة الهجومية الاستراتيجية والحد منها حيز النفاذ بتبادل وثائق التصديق بين البلدين.

In that connection, we would like to recall that the Treaty between the United States of America and the Union of Soviet Socialist Republics on the Reduction and Limitation of Strategic Offensive Arms (START) will expire in 2009.

In May 2000, the Russian Federation ratified the Treaty between the Russian Federation and the United States on Further Reduction and Limitation of Strategic Offensive Arms (START II Treaty) and the New York memoranda of understanding of 26 September 1997 on the Anti-Ballistic Missile Treaty.
في أيار/مايو 2000، صدق الاتحاد الروسي على المعاهدة المبرمة بين روسيا والولايات المتحدة الأمريكية بشأن مواصلة خفض الأسلحة الهجومية الاستراتيجية والحد منها (معاهدة سالت 2)، وكذلك اتفاقات نيويورك التي تم التوصل إليها في 26 أيلول/ سبتمبر 1997، فيما يتعلق بمعاهدة الحد من المنظومات المضادة للقذائف التسيارية.

We have no doubt that the new START treaty, signed between Russia and the United States of America in April of this year, was a contributing factor.
ولا يساورنا أدنى شك في أن المعاهدة الجديدة لزيادة خفض الأسلحة الهجومية الاستراتيجية والحد منها الموقّعة بين روسيا والولايات المتحدة الأمريكية في نيسان/أبريل هذا العام، كانت عاملا مساهما.
