The International Covenant on Civil and Political Rights, in article 2, requires States to ensure that the human rights of all individuals within their territory and subject to their jurisdiction will be ensured and respected without distinction of any kind including on the basis of language.

Urges all States to publish the texts of the International Covenants on Human Rights and the Optional Protocols thereto in as many local languages as possible and to distribute them and make them known as widely as possible to all individuals within their territory and subject to their jurisdiction;
