United Nations General Assembly resolution 50/233 of 7 June 1996 established the principle that " the impact of the Joint Inspection Unit [JIU] on the cost-effectiveness of activities within the United Nations system is a shared responsibility of the Member States, the Unit and the secretariats of the participating organizations " .
1- أرسى قرار الجمعية العامة للأمم المتحدة 50/233 المؤرخ 7 حزيران/يونيه 1996 المبدأ المتمثل في أن " أثر أعمال وحدة التفتيش المشتركة على فعالية تكاليف الأنشطة المضطلع بها داخل منظومة الأمم المتحدة هو مسؤولية مشتركة تتحملها الدول الأعضاء والوحدة وأمانات المنظمات المشاركة " .

According to the Secretary-General, the key element that differentiates the programme from other technical cooperation support available within the United Nations system is that it allows a fast and flexible response to requests to meet small-scale but urgent requirements of developing countries, least developed countries, countries with economies in transition and countries emerging from conflicts in their capacity development efforts.
