The draft United Nations international study on firearm regulation was made available to the Commission at its sixth session.

1. Urges Member States that have not already replied to the questionnaire related to the draft " United Nations international study on firearm regulation " to do so by 30 September 1997;
١ - يحث الدول اﻷعضاء التي لم ترد بعد على الاستبيان المتصل بمشروع " دراسة اﻷمم المتحدة الدولية بشأن تنظيم تداول اﻷسلحة النارية " أن تفعل ذلك قبل يوم ٠٣ أيلول/سبتمبر ٧٩٩١؛

2. Expresses its appreciation to the Governments of Australia, Canada and Japan, to intergovernmental organizations and to institutes of the United Nations Crime Prevention and Criminal Justice Programme network for contributing financially or in kind to the development and implementation of the United Nations international study on Firearm Regulation;
٢ - يعرب عن تقديره لحكومات أستراليا وكندا واليابان، وللمنظمات الحكومية - الدولية ومعاهد شبكة برنامج اﻷمم المتحدة لمنع الجريمة والعدالة الجنائية لمساهمتها ماليا أو عينيا في صوغ وتنفيذ دراسة اﻷمم المتحدة الدولية بشأن تنظيم تداول اﻷسلحة النارية؛

INTRODUCTION The Economic and Social Council, in its resolution 1997/28, reiterated its request to the Secretary-General to publish the United Nations international study on firearm regulation.
١ - كرر المجلس الاقتصادي والاجتماعي ، في قراره ٧٩٩١/٨٢ ، طلبه الى اﻷمين العام بأن ينشر دراسة اﻷمم المتحدة الدولية حول تنظيم تداول اﻷسلحة النارية .

With the support of the Governments of Australia, Canada and Japan, the Centre for International Crime Prevention of the Office for Drug Control and Crime Prevention of the Secretariat is taking steps to publish in English, French and Spanish the United Nations international study on Firearm Regulation, which will include information provided by 69 Governments.
وبدعم من حكومات أستراليا وكندا واليابان ، يقوم المركز المعني بمنع الاجرام الدولي التابع لمكتب مراقبة المخدرات ومنع الجريمة التابع لﻷمانة العامة ، باتخاذ خطوات لنشر دراسة اﻷمم المتحدة الدولية حول تنظيم تداول اﻷسلحة النارية باللغات الانكليزية والفرنسية والاسبانية ، متضمنة معلومات مقدمة من ٩٦ حكومة .

The workshops were conducted with the assistance of a consultant who placed the results of the United Nations international study on Firearm Regulation in the context of each region with a view to maximizing the synergy of the workshops, leading to better bilateral and multilateral law enforcement and other practical cooperation.
وعقدت حلقات العمل بمساعدة مستشار وضع نتائج دراسة اﻷمم المتحدة الدولية حول تنظيم تداول اﻷسلحة النارية في سياق كل منطقة من أجل الوصول الى أقصى درجات التعاون بين حلقات العمل مما يؤدي الى تحسين التعاون العملي في مجال انفاذ القوانين وغيره من المجالات على الصعيدين الثنائي والمتعدد اﻷطراف .

14. Reiterates its request to the Secretary-General to publish the " United Nations international study on firearm regulation " , as scheduled in the work plan approved in Council resolution 1996/28, and to disseminate the study as widely as possible;
١٤ - يكرر طلبه إلى اﻷمين العام بأن ينشر " دراسة اﻷمم المتحدة الدولية بشأن تنظيم تداول اﻷسلحة النارية " وفقا للبرنامج الوارد في خطة العمل التي أقرها المجلس في قراره ١٩٩٦/٢٨، وأن يوزع الدراسة على أوسع نطاق ممكن؛

(a) Enabling the results of the United Nations international study on Firearm Regulation to be put into practice, including by providing possibilities to fulfil technical assistance needs, by placing the results in a regional context, particularly in African and Asian countries;
)أ( أتيح لنتائج دراسة اﻷمم المتحدة الدولية حول تنظيم تداول اﻷسلحة النارية أن توضع موضع التنفيذ العملي ، بما في ذلك تقديم امكانات لتلبية الاحتياجات الى المساعدة التقنية ، عن طريق وضع النتائج في سياق اقليمي ، ولا سيما في البلدان الافريقية واﻵسيوية ؛

IV. CONCLUSION AND PROPOSAL FOR CONSIDERATION BY THE COMMISSION The United Nations international study on Firearm Regulation made possible the successful compilation and dissemination of extensive information on the subject, which is both sensitive and, from the standpoint of crime prevention and public safety, important.
٩٤ - ان دراسة اﻷمم المتحدة الدولية حول تنظيم تداول اﻷسلحة النارية جعلت من الممكن تحقيق النجاح في تجميع ونشر قدر كبير من المعلومات عن هذا الموضوع الحساس والذي يعتبر هاما من وجهة نظر منع الجريمة والسلامة العامة ، على حد سواء .

15. Encourages Member States to disseminate the report of the Secretary-General on measures to regulate firearms140 and the " United Nations international study on firearm regulation " in their own countries and to consider the usefulness of the report and the study in evaluating whether to undertake new initiatives in firearm regulation;
١٥ - يشجع الدول اﻷعضاء على أن تنشر في بلدانها تقرير اﻷمين العام عن التدابير الرامية إلى تنظيم تداول اﻷسلحة النارية)٠٤١( و " دراسة اﻷمم المتحدة الدولية بشأن تنظيم تداول اﻷسلحة النارية " ، وأن تدرس فائدة ذلك التقرير وتلك الدراسة في تقييم مسألة ما إن كان ينبغي اتخاذ مبادرات جديدة في مجال تنظيم تداول اﻷسلحة النارية؛

21. The results of the United Nations international study on firearm regulation were welcomed by the Economic and Social Council in its resolution 1998/18, and the drafting of an international instrument was recommended to combat the illicit manufacturing of and trafficking in firearms, their parts and components and ammunition within the context of a United Nations convention against transnational organized crime.
١٢ - ورحب المجلس الاقتصادي والاجتماعي في قراره ٨٩٩١/٨١ بنتائج دراسة اﻷمم المتحدة الدولية بشأن تنظيم تداول اﻷسلحة النارية ، وأوصى باعداد صك دولي ، في سياق اتفاقية اﻷمم المتحدة لمكافحة الجريمة المنظمة العبر-وطنية ، لمكافحة الصنع غير المشروع لﻷسلحة النارية وأجزائها ومكوناتها وذخيرتها والاتجار فيها على نحو غير مشروع .

12. The definition of “tracing” should be stipulated in the Protocol. (For example, “the systematic tracking of firearms from manufacturer to purchaser (and/or possessor) for the purpose of aiding law enforcement officials in identifying suspects involved in criminal violations, establishing stolen status and proving ownership”, in the United Nations international study on firearm regulations.)
