Programme Support and Management costs are those that in quadrennial comprehensive policy review-related discussions on cost recovery have been referred to as non-programme costs.

177. In paragraph 14 (c), the Board recommended that UNICEF disclose recovery charges as Programme Support and Management and administration costs borne by other resources.

23. There is a significant difference in the distribution of total Programme Support and Management costs (non-programme costs) between core and non-core funding sources. In its resolution 67/226, the General Assembly reaffirmed that the guiding principle governing the financing of all non-programme costs should be based on full cost recovery, proportionally, from core and non-core funding sources.
23 - هناك فرق كبير في توزيع مجموع تكاليف دعم البرامج وإدارتها (التكاليف غير البرنامجية) بين مصادر تمويل الأنشطة الأساسية وغير الأساسية.وأكدت الجمعية العامة من جديد في قرارها 67/226 ضرورة أن يستند المبدأ التوجيهي الذي ينظم تمويل جميع التكاليف غير البرنامجية إلى استرداد التكاليف بالكامل، بمعدل تناسبي، من مصادر التمويل الأساسي وغير الأساسي.
