18. Mr. Dhakal (Nepal) welcomed the Global Consultations on international protection held under UNHCR auspices, and reaffirmed the importance of the Agenda for Protection, ratified in 2002 by the Executive Committee of the General Assembly (ExCom).

Mr. Dhakal (Nepal), after expressing appreciation of the innovative ideas launched under the rubrics of " UNHCR 2004 " , " Global Consultations " and " Convention Plus " and paying tribute to the work being done by the High Commissioner, recalled that a large proportion of the 20 million refugees now in the world were victims of protracted situations in the Middle East, sub-Saharan Africa, Asia and elsewhere.

The Chairman, recalling that the Committee, in accordance with paragraph 9 of General Assembly resolution 58/126, had elected its officers on 7 July 2006, at its 67th meeting of the sixtieth session, and had decided to elect a Vice-Chairman from the Group of Asian States at a subsequent meeting, said that that regional group had nominated and endorsed Mr. Ram Babu Dhakal (Nepal) for the post of Vice-Chairman.
