With the application pending before the Council, the General Assembly adopted resolution 67/19 on 29 November 2012, which accorded Palestine non-member observer State status in the United Nations.

One expert had proposed that the term " occupied territory " should be replaced with the term " occupied country " to reflect the granting to Palestine of non-member observer State status by the United Nations and to draw attention to the plight of the Palestinian people.
