For the Human Rights Committee, article 27 of the International Covenant on Civil and Political Rights, e.g., the right of minorities to enjoy their own culture, to profess and practise their own religion, or to use their own language, applies to migrant workers (general comment No. 23, paras. 5.1 and 5.2).

Furthermore, the Committee notes that the Norwegian Education Act provides that " on the basis of written notification from parents, pupils shall be exempted from attending those parts of the teaching at the individual school that they, on the basis of their own religion or philosophy of life, perceive as being the practice of another religion or adherence to another philosophy of life " .
