The Special Rapporteur on the human right to safe drinking water and sanitation, Catarina de Albuquerque, submits the present report to the General Assembly in accordance with Human Rights Council resolution 16/2.
تتقدَّم المقرِّرة الخاصة المعنية بحق الإنسان في الحصول على مياه الشرب المأمونة وخدمات الصرف الصحي، كاتارينا دي ألبوكيرك بهذا التقرير إلى الجمعية العامة طبقاً لقرار مجلس حقوق الإنسان 16/2.

The Commission elected by acclamation Alexandre Tagore Medeiros de Albuquerque as Chairman. Lawrence Folajimi Awosika, Harald Brekke, Yuri Borisovitch Kazmin and Yong-ahn Park were elected by acclamation as Vice-Chairmen.

1. The present report is submitted to the General Assembly by the Special Rapporteur on the human right to safe drinking water and sanitation, Catarina de Albuquerque, in accordance with Human Rights Council resolution 16/2, in which the Council encouraged her to report annually to the General Assembly.
1 - هذا التقرير مقدَّم إلى الجمعية العامة بواسطة المقرِّرة الخاصة المعنية بحق الإنسان في الحصول على مياه الشرب المأمونة وخدمات الصرف الصحي، كاتارينا دي ألبوكيرك طبقاً لقرار مجلس حقوق الإنسان 16/2 الذي يشجعها على أن تقدِّم تقريراً سنوياً إلى الجمعية العامة.

The Special Rapporteur would like to take this opportunity to welcome the election, in June 2009, of Ms. Gabriela Carina Knaul de Albuquerque e Silva, a judge from Brazil, as his successor and to wish her all possible success in her endeavours.
ويود المقرِّر الخاص أن يغتنم هذه الفرصة كي يرحب بانتخاب السيدة غبرييلا كارينا كنول دي ألبوكيرك إي سيلفا وهي قاضية من البرازيل، في شهر حزيران/يوليه 2009، خلفا له، ويتمنى لها أن تتكلل مساعيها بكل نجاح ممكن.

54. Ms. de Albuquerque (Special Rapporteur on the human right to safe drinking water and sanitation) said that, unlike the Millennium Development Goals, the proposed sustainable development goals provided a solid basis for addressing inequalities.
54 - السيدة دي ألبوكيرك (المقررة الخاصة المعنية بحق الإنسان في الحصول على مياه الشرب المأمونة وخدمات الصرف الصحي): قالت إنه على خلاف الأهداف الإنمائية للألفية فإن الأهداف الإنمائية المستدامة المقترحة تشكّل أساساً وطيداً للتصدّي لحالات اللامساواة.

Furthermore, it is worth mentioning that the creation of the Open Ended Working Group on an Optional Protocol to the ICESCR, which was responsible with negotiating the Protocol's text, was a Portuguese initiative (at the then Commission on Human Rights) and the Working Group's Chairperson was a Portuguese national (Catarina de Albuquerque).
ومن الجدير بالذكر أن إنشاء الفريق العامل المفتوح العضوية المعني بالبروتوكول الاختياري الملحق بهذا العهد، الذي كان مسؤولاً عن التفاوض بشأن نص البروتوكول، كان مبادرة برتغالية (في اللجنة المعنية بحقوق الإنسان) وكانت رئيسة الفريق العامل مواطنة برتغالية (كاتارينا دي ألبوكيرك).

24. Ms. de Albuquerque (Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation), introducing her first annual report (A/65/254), welcomed the fact that the right to water and sanitation had been recognized by the General Assembly and the Human Rights Council as a human right.
24 - السيدة دي ألبوكيرك (الخبيرة المستقلة بشأن مسألة التزامات حقوق الإنسان المتعلقة بالحصول على مياه الشرب المأمونة والمرافق الصحية): قدمت تقريرها السنوي الأول (A/65/254) وأبدت ارتياحها لاعتراف الجمعية العامة ومجلس حقوق الإنسان بالحق في الماء والمرافق الصحية باعتباره من حقوق الإنسان.

39. Ms. de Albuquerque (Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation), replying to the question raised by the Bolivian representative, said that access to drinking water and sanitation required political will and national action plans embodying that will.
39 - السيدة دي ألبوكيرك (الخبيرة المستقلة المعنية بمسألة التزامات حقوق الإنسان المتعلقة بالحصول على مياه الشرب المأمونة والمرافق الصحية): قالت، رداً على سؤال بوليفيا، إن تحقيق الحصول على مياه الشرب المأمونة والمرافق الصحية هو هدف جذاب من الناحية السياسية، وتشهد خطط العمل الوطنية على هذه الرغبة.

41. Ms. de Albuquerque (Independent Expert on the issue of human rights obligations related to access to safe drinking water and sanitation) said that her visits, which were planned with a view to ensuring a geographical balance, had already been scheduled for 2010 and 2011, but that she accepted Algeria's invitation for 2012.
41 - السيدة دي ألبوكيرك (الخبيرة المستقلة المعنية بمسألة التزامات حقوق الإنسان المتعلقة بالحصول على مياه الشرب والمرافق الصحية): قالت إن زياراتها تخطط على أساسٍ جغرافيٍ متوازن، وأنها أُعِدت لعامي 2010 و2011، ولكنها تقبل دعوة الجزائر لعام 2012.

67. Ms. de Albuquerque (Special Rapporteur on the human right to safe drinking water and sanitation) said that, to promote the participation of marginalized groups, it was important to create safe spaces in which they could make their voices heard, as the Government of Brazil had done in developing its national plan for water and sanitation.
