If there is no sufficient AAUs in the given Party reserve account to cover that excess, all AAUs deposited by that Party in the compliance reserve will be invalidated, the Party will undergo the procedures under Art.18 and moreover the AAUs transferred by that Party with putting 20% to the reserve will be invalidated.

Each Party shall take the necessary measures to ensure that all persons and entities anywhere on its territory or in any other place under its jurisdiction or control do not produce fissile material for use in nuclear weapons or other nuclear explosive devices, and do not use fissile material produced after entry into force of this Treaty for that Party in nuclear weapons or other nuclear explosive devices.
1- يتخذ كل طرف التدابير اللازمة لضمان ألا يقوم الأشخاص والكيانات كافة في أي مكان في إقليمها أو في أي مكان آخر يخضع لولايتها أو سيطرتها بإنتاج مواد انشطارية لأغراض صنع الأسلحة النووية أو الأجهزة المتفجرة النووية الأخرى، وألا يستخدموا المواد الانشطارية المُنتَجة بعد بدء نفاذ المعاهدة بالنسبة إلى ذلك الطرف في صنع الأسلحة النووية أو الأجهزة المتفجرة النووية الأخرى.
