Today I take the floor, not as representative of the Netherlands, but in my capacity as Chairman of the Ad Hoc Committee on a Nuclear Test Ban, to explain in more detail some of the thinking that prompted me to follow one path rather than another with regard to a number of the key outstanding political issues in my draft.
