As a Cambodian, I feel ashamed for the act committed by my colleague, Second Prime Minister Samdech Hun Sen.

Samdech Hun Sen has quickly forgotten that he was a rough and tough Khmer Rouge commander himself, and Samdech Hun Sen committed tremendous crimes against humanity under the Pol Pot regime in the years from 1975 to 1979.

Secretary-General I have the honour to enclose herewith for your information a letter dated 18 July 1997 addressed to you from Prince Norodom Ranariddh, First Prime Minister of the Royal Government of Cambodia, concerning the bloody coup d'état launched on 4 and 5 July 1997 by Second Prime Minister Samdech Hun Sen against the democratically elected First Prime Minister.

Subsequently, on 27 October, the Secretary-General wrote to the President of the Security Council informing him that he had received a letter from Mr. Ung Huot and Mr. Samdech Hun Sen, Prime Ministers of Cambodia, providing assurances of security for the elections scheduled for 1998 and for the returning political leaders.

The Cambodian People's Party (CPP) under Samdech Hun Sen continued to deny me and the Funcinpec Party equal power in villages and communes and at the district level.
فلقد واصل حزب الشعب الكمبودي (CPP) بقيادة سامديش هون سين العمل على حرماني وحرمان الجبهة الوطنية المتحدة من أجل كمبوديا المستقلة والمحايدة والمسالمة والمتعاونة (FUNCINPEC) من اقتسام السلطة على قدم المساواة على صعيد القرى والكميونات والمقاطعات.

7. Finally, I would be deeply grateful to you if your Special Representative on Human Rights in Cambodia, Mr. Thomas Hammerberg, would investigate the killings and torture in custody committed by the order of Samdech Hun Sen against Funcinpec cadres, and report it to you and to the Third Committee and the plenary meeting of the General Assembly at its fifty-second session.
٧ - وفي الختام سأكون ممتنا لسيادتكم عميق الامتنان إذا قام ممثلكم الخاص المعني بحقوق اﻹنسان في كمبوديا، السيد توماس هامربيرغ، بالتحقيق في حالات القتل والتعذيب أثناء الحبس التي ارتكبت بأوامر صادرة عن سامديش هون سين ضد أعضاء حزب الجبهة الوطنية المتحدة وبتقديم تقرير عن ذلك إلى اللجنة الثالثة والجلسة التي ستعقدها الجمعية العامة بكامل هيئتها في دورتها الثانية والخمسين.

(e) The commitment of the Government of Cambodia to adhere to and implement the international human rights conventions, inter alia, the one made by Prime Minister Samdech Hun Sen on the occasion of the opening of the eighth informal Asia-Europe Meeting seminar on human rights, held in Siem Reap in September 2007, which included reference to the planned establishment of a national human rights institution;
