Recalling that Decision XI/6 established the fixed-exchange-rate mechanism on a trial basis for the 2000-2002 replenishment period,

The Chief Officer of the Multilateral Fund Secretariat introduced document UNEP/OzL.Pro14/8 on the impact and consequences of the fixed-exchange-rate mechanism. Explaining that it had been produced by the Secretariat in close cooperation with an external consultant, he suggested that the Meeting of the Parties might wish to hear a presentation from the consultant.
57 - قدم كبير موظفي أمانة الصندوق متعدد الأطراف الوثيقة UNEP/OzL.Pro.14/8 عن تأثير وعواقب آلية سعر الصرف الثابت للعملات موضحاً أن الأمانة قد أعدتها بتعاون وثيق مع خبير استشاري خارجي، وقال إن اجتماع الأطراف قد يرغب في الاستماع إلى عرض من الخبير الاستشاري.

Over the triennium, up to the date of document UNEP/OzL.Pro14/8, the use of the fixed-exchange-rate mechanism had caused a total loss of some $23 million, equivalent to 5.25 per cent of the pledged contributions of all Parties.

In general, payments using the fixed-exchange-rate mechanism had been made more promptly than had been the case prior to the introduction of the mechanism, but on the other hand those payments not under the fixed-exchange-rate mechanism had also been made more promptly than in the past.
62 - وعموماً تسدد المدفوعات التي تستخدم آلية سعر الصرف الثابت للعملات بشكل أسرع من الوقت السابق على إدخال الآلية، لكن من ناحية أخرى، كان لا بد من أن تسدد هذه المدفوعات التي لا تقع في إطار آلية سعر الصرف الثابت للعملات بشكل أسرع من مما سبق.

One representative drew attention to paragraph 34 of document UNEP/OzL.Pro14/8, describing the practice currently followed by UNEP and by the Multilateral Fund up to 1999. Under that procedure, any shortfall resulting from the use of the fixed-exchange-rate mechanism was reimbursed by the Party concerned.
67 - ووجه أحد الممثلين النظر إلى الفقرة 34 من الوثيقة UNEP/OzL.Pro.14/8 التي تشرح الممارسة المتبعة حالياً في برنامج الأمم المتحدة للبيئة والصندوق متعدد الأطراف حتى عام 1999؛ فبموجب هذا الإجراء، فإن أي قصور ناجم عن استخدام آلية سعر الصرف الثابت للعملات يتم التعويض عنه من جانب الطرف المعني.

Reaffirming the purpose and objective of the fixed-exchange-rate mechanism as set out in paragraph 2, Decision XI/6 to promote the timely payment of contributions, and to ensure that there is no adverse impact on the level of available resources of the Multilateral Fund,
