For that purpose, paragraphs (1) and (2) set forth the tests that might be applied in the enacting State in order to recognize the certificates issued by foreign certification authorities, as well as signatures and records complying with the laws of another State.

In such a case, it is necessary that substantially equivalent certification authorities (or certification authorities willing to assume certain risks with regard to the certificates issued by other certification authorities) recognize the services provided by each other, so their respective users can communicate with each other more efficiently and with greater confidence in the trustworthiness of the certificates being issued.
وفي تلك الحالة، فإن من الضروري أن تعترف سلطات التصديق المتكافئة جوهريا (أو سلطات التصديق الراغبة في أن تأخذ على عاتقها بعض المخاطر المعيّنة بخصوص شهادات التصديق الصادرة عن سلطات تصديق أخرى) بالخدمات التي يقدّمها كل منها، وذلك لكي يستطيع المستعمِلون التابعون لكل منها أن يتواصلوا فيما بينهم بمزيد من الكفاءة وبقدر أكبر من الشعور بالأمان في الجدارة بالثقة التي تتّسم بها الشهادات التي تصدر عنها.
