Technical and financial assistance as well as other forms of capacity-building should be provided to developing States to enhance their capacity to conserve and manage fishery resources in areas under their national jurisdiction, or allow them to participate in fisheries for straddling fish stocks or highly migratory fish stocks in high seas areas.
وينبغي تقديم المساعدة التقنية والمالية، فضلا عن غيرها من أشكال بناء القدرات، إلى الدول النامية من أجل تعزيز قدرتها على حفظ الموارد السمكية وإدارتها في المناطق الخاضعة لولاياتها الوطنية، أو السماح لها بالاستفادة من المصائد التي بها أرصدة سمكية متداخلة المناطق أو أرصدة سمكية كثيرة الارتحال في مناطق أعالي البحار.
