10. The proclamation of international years is governed by Economic and Social Council resolution 1980/67 of 25 July 1980, which lays down criteria and procedures concerning proposals for international years. The procedures prescribed by the Economic and Social Council to regulate the proclamation and organization of international years may be summarized as follows:
١٠ - إن اعلان السنوات الدولية يحكمه قرار المجلس الاقتصادي والاجتماعي ١٩٨٠/٦٧ المؤرخ ٢٥ تموز/يوليه ١٩٨٠، الذي يتضمن المعايير والاجراءات المتعلقة بالاقتراحات الداعية الى اعلان سنوات دولية ويمكن ايجاز الاجراءات التي نص عليها المجلس الاقتصادي والاجتماعي لاعلان وتنظيم السنوات الدولية كما يلي:

3. At the 31st meeting, on 22 November, the representative of Australia, on behalf also of Canada and Finland, introduced a draft resolution entitled " Proclamation of international years " (A/C.2/61/L.46), which read:

99. The view was also expressed that the multiplication of international events (four international years in 2010 and nine ongoing decades) had weakened their effectiveness and political visibility.

The parallel celebrations of several international years (International Year of Biodiversity, International Year of Youth and International Year for People of African Descent) and of World Days (such as World Philosophy Day and World Day of Cultural Diversity for Dialogue and Development) enabled a deepening and convergence of the themes addressed.
