The Court was established at the request of the Security Council by the Agreement between the United Nations and the Government of Sierra Leone on the Establishment of a Special Court for Sierra Leone.

64. Turning to the question of the settlement of disputes, she said that the new working paper submitted by the delegation of Sierra Leone, on the establishment of a dispute prevention and early settlement service was interesting and should be given close consideration by the Committee.

In addition, it hoped that the Committee would continue its consideration of the proposal by Sierra Leone on the Establishment of a dispute settlement service and of the proposal by the Russian Federation on new issues for consideration in the Special Committee, in particular the increase of its membership.

Turning to the question of peaceful settlement of disputes, he said that the proposal by Sierra Leone on the Establishment of a dispute prevention and early settlement service should be examined further, especially with regard to issues relating to the definition, scope, mandate and financial implications of the proposed mechanism.

20. She endorsed the idea behind the revised proposal submitted by Sierra Leone on the Establishment of a dispute prevention and early settlement service, but regretted that it had been drafted as a statement of principles rather than as a legal document containing specific rules for the establishment of the service.
٢٠ - وأعربت عن تأييدها للفكرة التي يقوم عليها المقترح المنقح المقدم من سيراليون بشأن إنشاء دائرة لمنع المنازعات وتسويتها مبكرا، غير أنها تأسف لكونه قد صيغ في شكل بيان بالمبادئ بدل صياغته في شكل وثيقة قانونية متضمنة لمبادئ محددة ﻹنشاء الدائرة.

2. Furthermore, in accordance with article 14 of the Agreement between the United Nations and the Government of Sierra Leone on the Establishment of a Residual Special Court for Sierra Leone, the Residual Special Court is to commence operations immediately upon the closure of the Special Court.

4. The Special Court for Sierra Leone ( " Special Court " ) began its operations in July 2002 following the signing on 16 January 2002 of the Agreement between the United Nations and the Government of Sierra Leone on the Establishment of a Special Court for Sierra Leone ( " Agreement " ).
