In this context, the statement made by Ambassador Selebi during our plenary meeting last Tuesday seems to us to be of great interest.

Ambassador Selebi addressed this Conference on 20 January 1998 and stated that:

We share the view expressed by Ambassador Selebi of South Africa that the CD has to redo itself in order to maintain its status and prestige.

We thank our G-23 colleagues for keeping faith with a common goal and, in particular, express our appreciation to Ambassador Berguño of Chile, our Coordinator, and to Ambassador Selebi of South Africa for the major role his country played in this effort.

A phrase in Ambassador Selebi's statement which particularly struck us was his reference to “a crossroads of relevance”.

This will be done on the basis of the call which Ambassador Selebi made to all delegations to look beyond the issues which divide them, for members not to adopt intractable positions, insisting on the inclusion of specific national and group positions, before any agreement can be reached, and to negate the re—emergence of maximalist positions which only succeed in retarding global disarmament.
