It gives me pleasure to express my appreciation for all the efforts made in the fields of peace, security and disarmament, particularly those made by the Department for Disarmament Affairs of the Secretariat.

The Department for Disarmament Affairs of the Secretariat reported that its weapons collection and disarmament, demobilization and reintegration programmes aimed at reducing the number of and access to such weapons in a given community had had a positive income not only on crime, but also on political and social stability, peace and development.
وذكرت ادارة شؤون نزع السلاح التابعة للأمانة العامة أن برامجها المعنية بجمع الأسلحة وبنـزع السلاح وبالتسريح واعادة الادماج والهادفة إلى خفض عدد الأسلحة وسبل الحصول عليها في أي مجتمع بعينه، كان لها مردود ايجابي ليس فقط على الجريمة، بل أيضا على الاستقرار السياسي والاجتماعي والسلام والتنمية.

7.12. In supporting the 1540 Committee, the Department for Disarmament Affairs of the Secretariat collaborates closely with the Department of Political Affairs, especially its Security Council Subsidiary Organs Branch.

The Centre functions under the auspices of the Department for Disarmament Affairs of the Secretariat and is mandated to provide, upon request, substantive support for the initiatives and other activities of the Member States of the region for the implementation of measures for peace and disarmament, and for the promotion of economic and social development.

A. Department for Disarmament Affairs 9. In early 2003, the Department for Disarmament Affairs of the Secretariat circulated a reminder that the United Nations study had recommended that Governments establish focal points on disarmament education in their Government and that they keep the Department informed about steps taken to implement the recommendations contained in the study. Few Governments have done so.
9 - في أوائل عام 2003، وزعت إدارة شؤون نزع السلاح التابعة للأمانة العامة مذكرة تفيد بأن دراسة الأمم المتحدة أوصت الحكومات بإنشاء مراكز تنسيق بشأن التثقيف في مجال نزع السلاح لدى حكوماتها وإبلاغ إدارة شؤون نزع السلاح بشأن الخطوات المتخذة لتنفيذ التوصيات الواردة في الدراسة، ولقد نفذت ذلك حكومات قليلة.

3. Also requests the Secretary-General to utilize electronic means to the fullest extent possible in the dissemination, in as many official languages as feasible, of information related to that report and any other information that the Department for Disarmament Affairs of the Secretariat gathers on an ongoing basis in regard to the implementation of the recommendations of the United Nations study;

22. In the same report it was recommended that " because of its continued financial difficulties and the consequent impairment of its role and its capability to produce more and better results, UNIDIR should cease to operate as an autonomous research institute and its functions should be given to the Department for Disarmament Affairs of the Secretariat.
22 - وترد في نفس هذا التقرير توصية مؤداها أنه نظرا لاستمرار الصعوبات المالية لمعهد الأمم المتحدة لبحوث نزع السلاح وما يترتب على ذلك من عرقلة لدوره وقدرته على تحقيق مكاسب أكبر ونتائج أفضل، فإنه ينبغي للمعهد أن يتوقف عن العمل كمعهد بحثي مستقل وإسناد مهامه إلى إدارة شؤون نزع السلاح التابعة للأمانة العامة.

The analysis was published in Implementing the United Nations Programme of Action on Small Arms and Light Weapons -- Analysis of the Reports Submitted by States in 2003/2004, by Valerie Yankey-Wayne and Elli Kytömäki, and launched at a seminar with UNDP and the Department for Disarmament Affairs of the Secretariat.
