6. Pursuant to the same request, the Department for Disarmament Affairs, addressed a note verbale to all States on 19 February 2002, inviting them to communicate their views on the development of an international instrument to enable States to identify and trace, in a timely and reliable manner, illicit small arms and light weapons.

The Department furthermore addressed a note verbale to all States on 11 March 2002, inviting them to communicate the contact details of their respective national points of contact relating to the implementation of the Programme of Action, to enable the Secretariat to facilitate coordination among States and between them and the United Nations and other relevant stakeholders.

15. On 12 September, OHCHR issued a note verbale to all States, drawing attention to paragraphs 15 and 16 of the resolution and requesting information on the implementation of the resolution.

2. On 17 August 2009, pursuant to that request, the Secretariat addressed a circular note verbale to all States parties and observer States requesting them to provide any information deemed to be relevant on the matter, preferably by 30 November 2009.

It encouraged States parties to comply with their reporting obligation under the Convention by referring to the content of article 29 of the Convention, and noted that the reporting guidelines adopted by the Committee at its second session will be sent by notes verbales to all States parties and made available on the Committee's website.

During his 12-year mandate, the Special Rapporteur on states of emergency followed the practice of sending notes verbales to all States requesting information about the existence and application of every state of emergency which was notified to him by one channel or another - the reasons for proclaiming it, rights restricted, etc.
