In this regard, my delegation would like to ask Judge Stephen M. Schwebel to convey its sincere respect and esteem to the other judges of the Court.
وفي هذا الصدد، يود وفد بلادي أن يطلب إلى القاضي ستيفن م. شويبل أن ينقل خالص احترامه وتقديره للقضاة اﻵخرين في المحكمة.

Judge Schwebel had accepted the invitation, although in the event he had been represented by Judge Shi, with whom the Commission had had a fruitful exchange of views.
وقد قبل القاضي شويبل الدعوة، رغم أن الذي مثله في هذا الحدث هو القاضي شي، الذي تبادلت معه تلك اللجنة اﻵراء بشكل مثمر.

The Chairman of the Sixth Committee welcomed the President of the International Court of Justice, H.E. Judge Stephen Schwebel.
رحب رئيس اللجنة السادسة برئيس محكمة العدل الدولية، سعادة القاضي استيفن شويبل.

On the first ballot, Mr. Mohammed Bedjaoui, Mr. Pieter H. Kooijmans, Mr. Stephen M. Schwebel and Mr. Vladlen S. Vereshchetin received the required absolute majority of votes in the Security Council.

Alternatively, we note that a previous formulation of the principles of equitable use and of no appreciable harm prepared by the ILC in the third report of Mr. Stephen M. Schwebel balanced the two principles as follows:

وعملا بأحكام النظام الأساسي للمحكمة، يتعين على الجمعية العامة ومجلس الأمن انتخاب عضو للمحكمة بدلا عن القاضي شويبل ليتم المدة المتبقية من عضويته.

I would also like to commend Mr. Schwebel and the members of the Court for the active role they are playing in the strengthening of the rule of law in international relations.
وأود أيضا أن أثني على السيد شويبل وأعضــاء المحكمة للدور الفعال الذي يضطلعون به في توطيــد سيادة القانون في العلاقات الدولية.

My delegation concurs with the statement by President Schwebel that if the Court is to fulfil its potential as the Organization’s principal judicial organ, it must be afforded the resources to work as intensively and expeditiously as burgeoning international recourse to the Court demands.
ويتفق وفدي مـع الرئيس شويبل فـــي قوله إنه إذا ما كان للمحكمة أن تحقق إمكاناتها الكامنة بوصفها الجهاز القضائي الرئيسي للمنظمة، فيجب أن تتوفر لها الموارد لكي تعمل بالشكل المكثف والسريع الذي تقتضيه زيادة اللجوء إلى المحكمة على الساحة الدولية.

Mr. Schwebel and his peers, in speaking out on the major issues relating to the sacrosanct sovereignty of States, are exercising a profession that is unique in the world.
وعندما يتكلــم السيد شويبل وأقرانه، عن القضايا الرئيسية المتعلقة بالسيادة المقدسة للدول، فإنهم بذلك يمارسون مهنة فريــدة من نوعهـا في العالم.

In accordance with the terms of the Statute of the Court, the General Assembly and the Security Council will therefore have to elect a member of the Court to serve the remainder of Judge Schwebel's term.
ولهذا السبب سيتعين على الجمعية العامة ومجلس اﻷمن، وفقا ﻷحكام النظام اﻷساسي للمحكمة، أن ينتخبا عضوا للمحكمة للمدة المتبقية من ولاية القاضي شويبل.

Schwebel suggested that only a certain type of harm that had an impact of some consequence, for example, for health, industry, agriculture or environment, in the affected State or affected transboundary areas would require to be prevented.
واقترح شويبل أنه لا يلزم منع سوى صنف معين من الضرر الذي له أثر ينعكس على الصحة أو الصناعة أو الزراعة أو البيئة مثلا في الدولة المتضررة أو المجالات المتضررة المتاخمة للحدود.

Although Judge Schwebel's analysis of proportionality arose in the context of collective self-defence, his reasoning is equally applicable to countermeasures.
ورغم أن تحليل القاضي شويبل للتناسب قد جاء في سياق الدفاع الجماعي عن النفس، فإن منطقه يسري بالتساوي على التدابير المضادة.

In this respect, I am very pleased to convey to President Stephen Schwebel our respect and esteem, and I would ask him to convey these sentiments to the other Judges.
وفي هذا الصدد، يسرني كل السرور أن أبلغ رئيس المحكمة الدكتور ستيفن شويبل احترامنا وتقديرنا، ونود أن نطلب منه أن ينقل هذه المشاعر إلى القضاة اﻵخرين.

Judge Schwebel spoke of a burgeoning of the Court, with an increasing number of cases in its docket since the last decade.
