The third point which the nuclear disarmament section of the Principles and Objectives mentions is the need for the determined pursuit by the nuclear-weapon States of systematic and progressive efforts to reduce nuclear weapons globally, with the ultimate goal of eliminating those weapons, and by all States of general and complete disarmament under strict and effective international control.
والنقطة الثالثة المذكورة في فرع المبادئ واﻷهداف لنزع السلاح النووي هي: أن تواصل الدول الحائزة ﻷسلحة نووية، بتصميم، بذل جهود منتظمة ومطﱠردة في سبيل التقليل من اﻷسلحة النووية على الصعيد العالمي بهدف القضاء على هذه اﻷسلحة في نهاية المطاف، وأن تعمل الدول جميعها بالمثل على نزع السلاح العام والتام تحت رقابة صارمة وفعّالة.

4. The recent revelation of a global black market network, which provided nuclear technology, materials, and equipment to States ready to pay for them, is cause for deep concern for the whole international community. It highlights the importance of strict and effective export control measures and of proposals to reinforce existing instruments and practices.
4 - إن الكشف في الآونة الأخيرة عن شبكة عالمية للسوق السوداء تقوم بتزويد التكنولوجيا والمواد والمعدات النووية إلى الدول المستعدة لدفع ثمنها، يعتبر مصدر قلق شديد للمجتمع الدولي برمته، ويبرز أهمية وضع تدابير صارمة وفعّالة لرصد التصدير ومقترحات لتعزيز الآليات والممارسات الحالية.

In this regard, all States need to pursue in good faith intensified multilateral negotiations, as agreed by consensus in the Final Document (resolution S-10/2) of the first special session of the General Assembly devoted to disarmament (SSOD-I), to achieve general and complete disarmament under strict and effective international control.
